- The purpose of this modification is to add the Response Guidance for the Request for Information (RFI). 1. RFI Response Guidance 1.1. Response Requirements RFI responses must conform to the below format and provide the following information: I. Cover Letter: The cover letter must include:  Company name  Company point of contact and telephone number  Date submitted  GSA schedule number (if applicable) II. Questionnaire Response The government will assess and analyze responses and may use this information to inform future decisions and potential procurements. Please respond in the provided Question/ Answer format for each question in the RFI Questionnaire section. The government recognizes that many potential respondents will only have information pertaining to a portion of this RFI. However, partial information may be of high quality and significant value to the Effective and Efficient Information Retrieval and Sharing initiative. Therefore, while the government seeks a comprehensive approach, it does not discourage partial responses. If you choose not to respond to a question indicate with a ?no response? and provide the rationale. The main body of the response should be no more than 30 total single-sided pages with print no smaller than 12 point. The submissions must be in sufficient detail and clarity to provide information needed to assess your approach. As necessary, please include marketing and reference materials in appendices. Responses must be submitted in Microsoft Word 2000 or later. 1.2. Key Considerations Please factor in the following key considerations where relevant in your responses to the questionnaire. Technical capabilities: Discuss how your approach is scalable, portable, and interoperable. Tools & Techniques: Discuss the methodologies, processes and products, or services, both existing and emerging included in your approach. Reuse: Where applicable, discuss how your approach leverages existing and emerging capabilities found across the government and elsewhere. Maturity: Discuss the maturity of your approach i.e., distinguish between existing capabilities and those not yet available on the market. Cost/Benefits: Highlight the costs and benefits of your approach where appropriate i.e., where it helps you formulate a response. Data Security & Privacy: Data owners/producers/managers are responsible for ensuring adequate security and privacy protections e.g., management operational and technical controls to prevent inappropriate access and disclosure. If your approach adds value in this area please elaborate however, you are not required to address such issues. If necessary, discuss how your approach addresses government-wide security and privacy regulations (e.g., NIST 800-53, Privacy Act). Accessibility: Discuss compliance with Section 508 accessibility standards of the Rehabilitation Act. (http://www/acessboard.gov/sec508/508standards.htm) Records Management: Discuss how your approach could simplify the activities, systems, and processes of records creation, maintenance, and use to ensure efficient and effective preservation and disposal of records. 1.3. Example Scenarios To help provide the context necessary to elicit quality responses from respondents, this RFI provides seven scenarios describing various common information discovery, retrieval, aggregation, and sharing needs. Respondents are encouraged to use the scenarios below to provide context and examples for their responses to the specific questions found in section 4 below, specifically sections 4.2 and 4.3. In addition, respondents may develop their own scenarios to provide better context for their responses. The following scenarios are included:
