Description
NASA/GRC plans to issue a Request for Quote (RFQ) for Improved Control Surface Seals ABSTRACT Control surface seals are required in reentry vehicles to seal the gaps between actuated control surfaces. These seals prevent the ingestion of high temperature gases into temperature sensitive locations. Current state-of-the-art control surface seals are insufficient for advanced reentry vehicle applications and suffer from poor resiliency (springback after compression) at high temperatures, limited wear resistance, and inadequate structural integrity in some situations. The current control surface seals consist of a Saffil (registered trademark) batting core, a knitted Inconel X-750 spring tube, and 2 layers of braided Nextel 312 sleeving. The NASA Glenn Research Center (GRC) has developed and tested improvements to individual components of this seal and would now like to incorporate these improvements into an integrated seal design. SPECIFICATIONS The selected vendor shall produce 10 ft. samples of various designs for the control surface seals. With the exception of the improved components, the seal samples should resemble the baseline seal in terms of configuration and construction as closely as possible. Further details (Tables and detailed instructions) regarding the individual components will be provided with the RFQ. This procurement is being conducted under Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See note 26. The NAICS Code and Size Standard are 339991 and 500, respectively. The anticipated release date of the RFQ is on or about Wednesday, September 22, 2005 with an anticipated quote due date of on or about Friday, October 11, 2005. All responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed - See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GRC Business Opportunities home page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential quoters will be responsible for downloading their own copy of the solicitation and amendments (if any). Any referenced notes may be viewed at the following URLs linked below. All contractual and technical questions must be submitted in writing (e-mail or fax) to Nikki D. Brown not later than 5 days after release of the RFQ. Telephone questions will not be accepted.
