- This is a Modification No. 6 to the synopsis entitled Center Operations Protective Services, Synopsis No. NNJ05115376L, which was posted on June 28, 2005. You are notified that the following changes are made: In the June 28, 2005 synopsis, interested parties were asked to comment on Performance Incentives. NASA/JSC is interested in motivating contractors to provide excellent performance during the life of a contract through a new incentive plan call Award Term. This incentive is designed to foster long-term relationships by rewarding contractors with additional periods(s of performance in compensation for achieving desired objectives at a high level of performance and reduced costs in lieu of a traditional award fee arrangement. For this particular procurement, NASA/JSC is considering the possibility of a 10-year period of performance without further competition through the use of award term incentives. It is important to note that Award-Terms are not the same as contract options. Award-Terms are earned based on contractor performance and cost savings; whereas, options are a unilateral right in a contract by which, for a specified time, the Government may elect to purchase additional supplies or services called for by the contract, or elect to extend the term of the contract. The Award-Term evaluation process mirrors that of Award-Fee; however, evaluations are to a greater extent based on objective metrics. A cost gate, that includes cost incentives, must be met in order to earn additional term. NASA has utilized this new contracting approach in several cases under a pilot program. In an attempt to determine the feasibility of this approach for this particular procurement, the Government is soliciting input from interested parties and asks that responses include answers to the following questions: 1) Would Award-Term Incentive properly motivate contractor performance on the COPS follow-on contract(s) and why? 2) Would you submit a proposal if a solicitation is issued for the COPS follow-on contract(s) with the Award-Term Incentive and why? 3) What changes, if any, would you suggest to this incentive plan and why? 4) Have you had experience with Award-Term Contracting? If yes, please provide the name of the Government agency who awarded the contract, the contract number, a brief description of the work, the contracting officer's contact information, and your perception of how this incentivized/did not incentivize performance. Prospective offerors are invited to submit written comments or questions to Linda F. Riviera, Contracting Officer, no later than COB September 30, 2005. This modification to the synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. The due date for responses is September 30, 2005. Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
