Description
NASA/KSC has a requirement for Spacecraft and Ground Systems Fire Protection Consultation. This contract will be a follow-on contract. The previous contract, CC90810B, was with Halon Alternatives Research Corporation. The objective is as follows: The contractor shall have no vested interest in any particular fire protection product and/or system. The contractor shall represent NASA?s spacecraft and ground systems fire protection needs and requirements on the international level, to the committees formed under the Montreal Protocol. The contractor shall obtain the latest fire protection information available, and report the activities and results of these committees to NASA/KSC for NASA?s use and dissemination. The contractor shall represent NASA?s spacecraft and ground systems fire protection needs and requirements, to national fire protection regulating committees including, but not limited to, the National Fire Protection Association. The contractor shall obtain the latest fire protection information available, and report the activities and results of these committees to NASA/KSC for NASA?s use and dissemination. The contractor shall represent NASA?s spacecraft and ground systems fire protection needs and requirements, to organizations researching Halon usage alternatives, including but not limited to, the Halon Options Technical Working Committee. The contractor shall obtain the latest Halon alternative research information available and report the activities and results of these committees to NASA/KSC for NASA?s use and dissemination. NASA/KSC intends to solicit this requirement on a sole source basis with Halon Alternatives Research Corporation (HARC). HARC is the only known entity that does not have a vested interest in spacecraft and ground systems fire protection. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Jaime L. Dempsey: Jaime.Dempsey@nasa.gov, not later than 2:00 p.m. local time on Friday, September 23, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
