Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Proposal, solicitation number is H92244-05-Q-0084, and a firm fixed price contract is contemplated. The Naval Special Warfare Development Group (NSWDG) has a potential requirement to procure the following: CLIN 0001: AN0624A Rucksack Antenna, Quantity 6 each. Specifications are as follows: Size: 14x14x3.5 inches; Operating Frequency: 240 to 318 MHz; Bandwidth at VSWR <2:1; Peak Gain: 2 dBic; 3 db Beam Width: >100 degrees; Polarization: Right-hand circular; Coverage: Hemispherical: Power: Up to 50 watts; Size: 14x14x3.5 in.; Weight: >4 lb; Ground Plane: Internal; Temperature Range: -40 to 70 Degree Celsius. Antenna is constructed from synthetic form and weighs less than 4 pounds and is disguised to look like a stadium cushion seat. When attached to a military backpack, it provides additional cushing and protection for radios and batteries. The antenna radiates outward from the back of the rucksack with hemispherical coverage. It can be detached easily and remoted from the rucksack for optimum satellite coverage when the user is at a fixed site. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05, effective as of 8 July 2005. North American Industrial Classification Code (NAICS) 334290, size standard 750 employees, applies to this procurement. This procurement is full and open competition. The DPAS rating for this procurement is DO. FOB Point is destination. The following provisions and clauses apply to this procurement: FAR 52.212-1 Instructions to Offerors Commercial Items (January 2005); FAR 52.212-2 Evaluation Commercial Items (Jan 1999); FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Mar 2005). All FAR representations and certifications shall be submitted through Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. ; DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items (Jun 2005). The following factors will be used to evaluate offers: Technical competence, past performance and price. Technical and past performance when combined weighs more than price. Vendors shall submit past performance information to include contract number, government agency point of contact and contact information, description of supplies/services provided, unit of issue, unit price and extended price. Past performance shall be current and shall not exceed three fiscal years before the posting date of this combined synopsis/solicitation on FBO. FAR 52.212-4 Contract Terms and Conditions Commercial Items (Oct 2003); FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (July 2005); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes for Executive Orders Applicable to Defense Acquisition of Commercial Items (Sep 2005); DFARS 252.225-7001 Buy American Act and Balance of Payments Program (Jun 2005). Offerors must scrutinize this solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with this solicitation requirements. You must clearly identify how your proposal meets ALL solicitation requirements. The Government will make award on best value resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based upon the evaluation factors above. Vendors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov prior to award.
