- ------SYNOPSIS------ Changes to Anticipated Release and Receipt Dates to the RFP (Solicitation): Additional time is required to obtain final approval for the release the subject solicitation. The following dates are changed from those previously published: Release Date, 1 Apr 2005; Pre-Proposal Meeting Date, 12 Apr 2005; Closing Date, 3 May 2005. The Simplified Acquisition of Base Engineering Requirements (SABER) contract, at Cannon AFB NM, will be a firm-fixed price indefinite delivery/ indefinite quantity (IDIQ) type contract. This will be an 8(a) competitive solicitation (NAICS Code 236220) and the offerors are limited to bona fide 8(a) construction firms located in the states of New Mexico, Arizona, Colorado, Oklahoma, Texas, and Utah. All other firms are deemed ineligible to submit offers. The resulting contract will include a wide range of individual construction tasks which include limited project design capabilities, carpentry, road and parking lot repair, roofing, excavating, interior and exterior electrical, plumbing, sheet metal, painting, demolition, concrete and masonry work, welding, and other similar trades associated with the building/construction industry. The successful contractor will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual projects and maintain a management/project office at Cannon AFB, NM to receive delivery orders and provide other management services related to accomplishing individual projects. In order to meet the technical qualifications for the proposed contract, the offeror must submit verifiable information to the requesting office, which demonstrates a minimum of five (5) years of general construction experience, including multi-functional/multi-discipline/multi-tasks experience, with successful contract performance. In addition, offerors must have at least two (2) years of verifiable SABER/SABER-Type contract experience, involving the successful completion of a minimum of ten (10) projects under such contract(s), and the ability to perform contractor-provided SABER Design Package (SDP) requirements. The government anticipates awarding one 8(a) contract, which will consist of one (1) base performance period of twelve months from the date of award, with four (4) 12-month option periods, to be exercised at the government’s discretion. The guaranteed minimum will be $50,000.00 for each performance period, with an estimated maximum of $25,000,000.00 over the life of the contract (cumulative). Significant subcontracting activity is expected under the SABER contract. The successful contractor will be selected using Low Price/Technically Acceptable (LPTA) procedures. The solicitation will include specific Experience Worksheets, to be completed by the offeror, and will lists the experience and project completion information required above. All information submitted by the offeror will be subject to Government verification in order to determine Technical Acceptance. Those offers found to be technically acceptable will be evaluated for Low Price, based on the lowest overall weighted average coefficient rates submitted by each offeror over the entire life of the contract. In case of a tie, the lowest average submitted in-house design rate will be used to determine the awardee. The solicitations will be issued electronically on Electronic Posting System (EPS) Internet site only, on or about 20 Jan 05. No paper copies of the solicitations will be available. You must register on that site in order to receive notification of changes to the solicitation.
