This announcement is published as a Total Small Business Set-Aside action per FAR 52.219-1 and 52.219-6 (this means you must be a small business, quoting the product of a small-business manufacturer); all eligible, responsible sources may submit an offer. This is a combined synopsis / solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR subpart 12.6, as supplemented with additional information included in this notice. Solicitation number / RFQ N00244-05-T-1129 applies; an electronic copy of the RFQ can be accessed at http://www.neco.navy.mil. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 and DFAR Change Notices effective through 9/1/05. The standard industrial code is 7929 (NAICS 711130) and the business size standard is $6 million. The agency need is for Religious Ministries Organist for NAS North Island. This requirement is for a fixed priced contract for a base year commencing on 10/1/05 through 9/30/06 and four one-year options. The statement of work is as follows: CATHOLIC / PROTESTANT MUSIC DIRECTOR ORGANIST, NAVAL AIR STATION NORTH ISLAND CHAPEL Position Summary ? Music is an essential element in Protestant and Catholic worship. Services of the Music Director ? Organist include the selection of music appropriate to the liturgical seasons in consultation with the chaplains who preside at the services. Also important is the recruitment and training of Cantors who can lead the assembly in song. Qualifications ? 1) Evidence of a Bachelor?s Degree in music or church music or equivalent experience in playing for such services. An equivalent that would be acceptable in place of such a degree would be at least three (3) years experience in playing for Roman Catholic and Protestant worship services. 2) Ability to direct choral music, evidenced by a minimum of two (2) years of experience. 3) Ability to play the organ for a variety of church hymns and music as found in the Armed Services hymnal, and other hymnals. Music must be ?sight-read? and played with little or no practice. 4) It is desirable that the Contractor has previous experience in working with Military chapels. 5) The Government reserves the right to pre-award survey to verify that the Contractor or employee used by the Contractor has the capability and technical excellence to perform the function outlined in this statement of work. Duties and Responsibilities ? 1) Catholic Program: a) The Contractor shall provide a comprehensive music program for the Roman Catholic assembly at the Naval Air Station North Island Chapel. As agreed upon with the Catholic Chaplains who reside at the celebrations. b) Provide accompaniment, cantors and choral vocal support for Roman Catholic worship and sacramental services at the NAS North Island chapel as outlined below: Saturday Mass at 1700 and Sunday mass at 0830 Sacred Triduum Liturgies Special Holy Days Masses as agreed upon Other Liturgical Celebrations (communal reconciliation services, funerals & memorial services for active duty service personnel). Wedding rehearsals and coordination?s c) Provide accompaniment and time for rehearsal for musicians and vocalists using Government provided materials (hymnal and keyboards) and spaces. d) Recruit and coordinate volunteer music ministry from the NASNI assembly with particular emphasis on including and empowering active duty. e) Meet with the Catholic presider of NAS North Island for planning of Liturgical seasons and special celebrations one-month before ceremonies. f) Meet bi-monthly for supervision with the presiding Chaplain and other times as requested. Together they shall evaluate the community?s musical workshop and the Contractor?s performance. g) Be present for 46 out of 52 Sundays of the year, with these and other needed absences coordinated with the Supervisory Chaplain. Contractor will provide for music ministry in her / his absence by Contracting another, approved by the Supervisor at no further cost to the Government, to lead the music for those celebrations. h) The Contractor will provide / coordinate all such programming with the on-site Chaplain Manager of the congregation and shall provide the scheduling of music in accordance with the calendar of the church year, i.e. Advent, Epiphany, Lent, Easter, etc. i) The Director will develop a budget for music and other choir requirements to be submitted to the Chaplain?s office no later than November 30th of the contracted year, and order necessary items well in advance to ensure their availability in time for preparation and performance. j) The Contractor shall investigate and provide information for the purchase of the required church music. 2) Protestant Program: a) Development and delivery of a proposed plan of special music arranged from outside sources as deemed appropriate and necessary during the church year in order to provide musical presentations at each worship service. b) Musical accompaniment for hymns and choir numbers during the regular worship service on Sundays and other such services as may be scheduled by the on-site Chaplain Manager. During these services the music Program Director shall provide music for the hymns upon the request of the members of the congregation without prior rehearsal. c) Choral direction for the congregation choir and choir practice as well as accompaniment for the choir practice. d) The Contractor shall provide / coordinate all such programming with the on-site Chaplain Manager and shall schedule music in accordance with the calendar of the church year, i.e. Advent, Epiphany, Lent, Easter, etc. and as follows: Sunday worship service at 1030 Special occasion services, Thanksgiving, Christmas Eve, etc. as agreed upon with the presiding Protestant Chaplain. Funerals and memorial services for active duty personnel Wedding rehearsals and coordination?s e) The Director shall develop and budget for music and other choir requirements to be submitted to the Chaplain?s office no later than November 30th of the contracted year, and order necessary items well in advance to ensure their availability in time for preparation and performance. f) The Contractor shall investigate and provide information for the purchase of the required church music. The provision at FAR 52.212-1, Instructions to Offerors ? Commercial Items applies. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.219-6, Notice of Total Small Business Set-Aside; and FAR 52.232-18, Availability of Funds. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation ? Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation?s minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable, the offeror must provide proof of the following components: a) Directional and musical competence b) Ongoing flexibility and the ability to work well with the Roman Catholic and Protestant Chaplains and members of the different faiths, ethnic and social backgrounds, and children of all ages. c) Success in providing quality music, which supports the Catholic and Protestant services and the people who attend worship. d) Professionalism, timeliness and thoroughness in accomplishing tasks and responsibilities. Educational background: a) Bachelor?s Degree in music or church music or b) Three years of comparable work in direction and music. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company?s complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company?s CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote.
