- The Department of Health and Human Services, Program Support Center intends to award a sole source simplified acquisition to the New York City Health and Hospitals Corporation (NYC HHC), located at 125 Worth Street, New York, NY 10013, for the Agency for Healthcare Research and Quality (AHRQ). The authority for this noncompetitive award is set forth in FAR 13.106-1(b). The purpose of this acquisition is to establish effective (1) cooperation among the major health care provider organizations of Harlem and northern Manhattan in implementing effective strategies for disease management, and (2) health information technology interchange among the UMHI institutions for disease management as a basis for monitoring and improving the quality of care for chronic conditions. This project is consistent with AHRQ?s mission. AHRQ requires the leadership of the New York City Health and Hospitals Corporation, St. Luke?s-Roosevelt Hospital Center, North General Hospital, the Mount Sinai Hospital, the Mount Sinai Medical Center and Medical School, New York-Presbyterian Hospital, and Columbia University Medical Center that will form UMHI. NYC HHC is the only known source that can provide the information and tools that can be used by state officials and community leaders to facilitate planning, developing and implementing effective electronic health information exchanges within the required timeframe. NYC HHC is the only known public healthcare provider in the area with the administrative capacity to undertake this effort and carry out the tasks set forth herein. NYC HHC has worked with AHRQ on related topics and is the only known source that can provide the required background, knowledge, infrastructure and conceptual framework to provide the continuity of services required as to not to result in substantial duplication of cost to the Government and unacceptable delays in fulfilling the agency?s requirements. The period of performance shall be for a period of one year from the date of award. The North American Industrial Classification System (NAICS) code is 541990. Interested concerns may identify their interest and submit written documentation that demonstrates the ability to respond to this requirement within five (3) days from the date of publication of this notice. This notice is NOT a request for proposals. Capability statements received within 3 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. Responses must be in writing and refer to 05R000205 to the attention of Susan Moran. If no affirmative responses are received, the Contracting Officer will proceed with an award to NYC HHC.
