Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and written solicitation will not be issued. Submit written offers only, oral offers will not be accepted. Reference number F2R3C2BPAGRNDS is hereby issued as a Request for Quotation. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 and Defense Acquisition Circular 91-13 (Correction). It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm. The method of payment will be Government-wide Commercial Purchase Card (GCPC). This acquisition is 100% Small Business Set-Aside. North American Industrial Classification Standard: 561730; Small Business Size Standard: $6.0 Million. The Government intends to issue a Blanket Purchase Agreement (BPA) for the following: GROUNDS MAINTENANCE SERVICE FOR VACANT MFH, MHP AND UOQ UNITS 1.1 SUMMARY OF EXPECTATIONS: The service provider shall provide all management, tools, supplies, materials, equipment and labor necessary to ensure that grounds maintenance services are performed at Laughlin AFB, Texas in accordance with grounds maintenance standards established by the Professional Grounds Management Society (PGMS), National Arborist Association (NAA), ANSI Z133.1 standards, Texas Natural Resource Conservation Commission (TNRCC), Texas Agricultural Extension Service Master Gardeners, and Val Verde County Extension Office. The service provider shall maintain grounds as required in the Military Family Housing (MFH) area, the Unaccompanied Officer Quarters (UOQ) duplex areas and the Mobile Home Park (MHP) up to the designated buildings. The estimated quantities of work are listed in Appendix A, titled Estimated Workload Data. The service provider shall provide grounds maintenance to MFH; MHP and UOQ areas designated by the Military Family Housing office and comply with all local, state, and federal laws. 1.2. DESCRIPTION OF SERVICES: 1.2.1 MAINTAIN IMPROVED GROUNDS: 1.2.1.1. Schedule. The Military Family Housing office will prepare a listing of vacant MFH, MHP and UOQ units weekly to receive maintenance. 1.2.1.2. Mow/Edge/Trim Improved Grounds. The service provider shall mow, edge and trim vacant MFH, MHP and UOQ units, as designated by the Military Family Housing office. The service provider shall mow the improved grounds as recommended by the Professional Grounds Management Society to a height between 2-1/2" and 4". The service provider shall perform trimming in areas not accessible by mowers (i.e. trees, shrubs, buildings, fences, poles, posts, fire hydrants, boulders, and other fixed obstacles) at the same time as mowing. Service provider shall remove by mechanical means all vegetation in paved areas (sidewalks, curbs, expansion joints, etc.). Trimming height shall match surrounding area grass heights. All improved grounds shall present a neat and manicured appearance when complete. Grass clippings, litter, natural debris (tree limbs, dry brush, rodent habitats, etc), and man-made debris that are visible shall be mulched on all improved grounds or removed and disposed of. Natural debris shall be transported to a designated wood chipper area. 1.2.1.3. Irrigation of Improved Grounds, Trees, Shrubs, Hedges and Xeriscapes. Service provider will perform irrigation on all improved grounds, trees, shrubs, hedges and xeriscape irrigation as designated by the Military Family Housing. All areas shall receive sufficient amounts of water, as necessary to promote healthy growth in accordance with the Professional Grounds Management Society (PGMS). The service provider shall provide watering hoses and portable watering devices for irrigating areas as designated. 1.2.1.4. Trimming of Shrubs and Hedges. The service provider shall prune shrubs and hedges as directed by the Military Family Housing office. Trimming shall be in accordance with the American Society of Landscape Architect's standards and/or Texas Agricultural Extension Service Master Gardeners and as identified by the Military Family Housing office. Shrubs and hedges shall not exceed 5 feet in height by 4 feet wide and should present a neat, boxed appearance. If directly in front of a window, shrubs should be no higher than the windowsill. They should not interfere with the utilization of walks and patios. Clippings, limbs, and branches (wood) shall be transported to a designated wood chipper area 1.2.1.5. Removal of Shrubs and Hedges. The service provider shall remove shrubs, hedges and their roots as directed by the Military Family Housing office. The service provider shall restore the site to include filling all holes and planting grass seed as needed. All natural debris shall be transported to a designated wood chipper area 1.2.1.6. Removal of trash trees. The service provider shall remove small trash trees (under a height of 3 feet), to include their roots as directed by the Military Family Housing office. The service provider shall restore the site to include filling all holes and planting grass seed as needed. A trash tree is defined as small sapling trees that grow on their own volition--not planted by the government). All natural debris shall be transported to a designated wood chipper area 1.2.1.7. Perform Vegetation Control. The service provider shall remove vegetation other than ornamental flowers, shrubs or hedges in flowerbeds, rock beds and Xeriscapes, to include removal of vines attached to government structures. All potential sources must obtain a DUNS number and register in the Central Contractor Register (CCR) at http://ccr.gov in order to transact business with the government. Failure to obtain a DUNS number, register in ORCA, and register in the CCR may result in the delay of award or possible award to the next otherwise successful offer that is registered in the CCR at the time of award. One of the following paragraphs will apply: (a) Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contracting Registration (CCR) database (see FAR 4.1102) or (b) Prospective contractors shall update the representations and certifications submitted to ORCA as necessary, but at least annually to ensure they are kept current, accurate, and complete. The representations and certifications are effective until one year from the date of submission or update to ORCA. Award shall be based on a Best Value to the Government.
