- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Defense Contracting Command-Washington (DCC-W), in support of the National Defense University, Near East and South Asia Center for Strategic Studies (NESA-CSS), is issuing this Request for Proposals (RFP) to support the requirement summarized herein. This RFP will be unrestricted. Contract type is Firm-Fixed-Price with travel as a cost-reimbursable Line Item. The period of performance will be for a Base year and four (4) Option years. Anticipated performance to begin on 30 September 2005. The objective of this effort is in support of the NESA-CSS Track Two Program entititled Dialogues on Middle East Regional Security Issues. During the Base Year, the Contractor will perform two primary tasks, and may perform an optional task (if exercised) . Under Task 1, the Contractor will conduct conferences involving officials and experts from the region and representatives of academic institutions. As part of this task, the Contractor shall sponsor meetings for governmental and academic participants f orm the Middle East and elsewhere for off-the-record discussions on regional security. Under Task 2, the Contractor shall conduct two workshops, to bring together U.S. and Middle East military officers, Ministry of Defense officials, and military experts to discuss Middle East Regional security issues. Under Task 3, the Contractor shall develop a program to enlighten the future leaders of the Middle East toward the goal of enhancing their societies to act in ways consistent with U.S. security interests. Task 3 is an Optional Task, that, if exercised, would be funded with Fiscal Year 2006 appropriated funding. It is anticipated that tasks and deliverables in the four (4) Option Years will approximate those stated under the Base Year.
