- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, the test program in FAR Subpart 13.5, as supplemented with additional information included in this notice. This announcement co nstitutes the only solicitation, quotations are being requested and written solicitation will not be issued. This solicitation is issued under Request For Proposals (RFP) number W912J7-05-R-0003. All proposals shall reference the RFP number and shall be submitted by 2:00 P.M. local time on 4 October 2005. The anticipated award date is 20 October 2005. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-04 dated 8 July 2005. This solicitation is issued under Full and Open Competition. The North American Industry Classification system code (NAICS) 811113 Automotive Transmission Repair size standard of $6.0M. The Idaho National Guard wishes to acquire transmission rebuild servi ces for Allison AT1545P transmissions National Item Identifier Number(s) 01-494-1200 and 01-418-6187. Transmissions shall be rebuilt to Original Equipment Manufacturer (OEM) specifications and have a twelve (12) OEM warranty. Each rebuilt transmission sh all have a Dyno Test verifying compliance with OEM specifications with copy provided with each rebuilt transmission. Vendors proposal shall at a minimum indicate price of materials, labor and transportation separately. The successful vendor will be requi red to provide a base year plus four (4) option years with projected requirements of NIIN 01-494-1200, 30 transmissions and NIIN 01-418-6187, 20 transmissions each for the base year and the option years. Vendor shall be required to pick up and return all transmissions to the Combined Support Maintenance Shop (CSMS) located at 3901 W Jacobs St. Building 578, Gowen Field, Boise Air Terminal Boise Idaho 83705. All transmissions shall be transported in Government provided shipping containers. Transmissions a re to be picked up, rebuilt and returned within thirty (30) days of issuance of a Delivery Order. The first Delivery Order shall be for Thirty (30) transmissions. 52.212-2, Evaluation Commercial Items (Jan 1999) the Government will award a contract re sulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous representing the best value to the Government price and other factors considered. The technical factors will be rated significant ly higher than the cost factors. The technical factors include ability to meet specifications, prior experience in rebuilding transmissions, past performance and delivery date. The vendor shall outline in sufficient detail how they intend to provide the r equired maintenance actions and supplies outlined in the aforementioned text. The information provided by the vendor will be used to allow a board to review and rate the proposal. Past performance will be evaluated as follows: Evaluation of past performan ce shall be based on information provided by the offerors and any other information the Government may obtain by following up on the information provided by the offerors and/or through other sources. The offeror must identify three Federal, State or local Government and private contracts for which the offeror has supplied similar services or supplies to those identified in this solicitation. References should include the most recent contracts completed within the last five years. The offeror shall provide a point of contact, current telephone numbers and fax numbers for each contract. The vendor shall identify the number of days it will take to provide the requested services. Failure to do so will indicate an acceptance of a delivery date of 30 Days from date of Order. Offerors shall address each evaluation factor stated above; failure to address any item may cause the offerors proposal to be rejected. Offerors are reminded to include a completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with their proposal. Service Contract Act-Place of Performance Unknown, states that this contract is subject to the Service Contract Act, and the places of performance are unknown. The places of performance are to be determined, and will be coordinated with the successful vendor after contract award. Additional wage determination requests will be made after cont ract award. Offerors who intend to perform in a place or area of performance for which a wage determination has not been attached or requested may nevertheless submit bids or proposals. However, additional wage determinations shall be requested and incorp orated in the resultant contract retroactive to the date of contract award and there shall be no adjustment in the contract price.
