Description
US Army CE-LCMC Acquisition Center intends to award a contract to Comtech Mobile Datacom Corporation,20430 Century Boulevard, Germantown, MD 20874, pursuant to the authority of 10 U.S.C. 2304(c)(1) one responsible source, for satellite bandwidth an d network management services supporting approximately 25,000 US Army and US Marine Corps Force XXI Battle Command Brigade and Below (FBCB2) Blue Force Tracking (BFT) terminals currently deployed in Iraq, Afghanistan, Europe, Korea, Hawaii, Alaska, and the continental United States. Comtech Mobile Datacom Corporation is the developer of the FBCB2 BFT Systems satellite network and is the only source capable of satisfying the Governments requirements. This procurement is a follow on effort to Contract W15 P7T-05-C-J207 awarded 30 June 2005 pursuant to the authority of FAR 6.302-2 (Justification & Approval Control Number 05-074) Services are required for the period 1 Jan 2006, through 31 Dec 2006. The proposed contract is to provide L-band satellite bandwidth in these various areas of the world for this quantity of terminals. In addition to the L-band satellite bandwidth, the c ontractor is required to establish and operate primary and backup network control stations that need to be manned 24 hour per day. Services are required to manage the initial deployment and movement of a subset of thousands of remote satellite terminals via remote over-the-air satellite control via the network control stations. The contractor is to provide and maintain Hub, host interface, Crossfeed and VSAT equipment at each of the commercial satellite earth stations that are employed worldwide. The co ntractor shall provide VSAT equipment and satellite connections between the satellite earth stations and Network Operations Center sites worldwide. This procurement includes provisions for engineering services for development work for improved cryptograph ic key management in support of deployed FBCB2 BFT terminals and network equipment.
