Description

U.S. Army Space Command intends to issue a contract to AI Solutions Inc, Lanham, MD through solicitation no. W91260-05-T-0013 pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) ?Sole Source Acquisitions?. AI Solutions Inc will be providing annual FreeFlyer Mission Software Maintenance and Support for period 1 Oct 05 through 30 Sep 06 for US Army Space Command, 1st SATCON Battalion. The required software maintenance and support services, consists of (1) providing annual FreeFlyer Mission Software Maintenance renewal (Qty: 3 ea), (2) providing two (2) custom training courses on-site (3 days specializing in orbit determination), and (3) providing critical system enhancements ; to include reimburseable travel, for 1st SATCON Battalion. Period of performance for this effort will be from 1 Oct 2005 through 30 September 2006. This is a combined synopsis/solicitation for commercial items prep ared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect th rough Federal Acquisition Circular (FAC) 2005-05. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. There is only one responsible source and no oth er services will satisfy agency requirements. AI Solutions Inc holds the license and modification rights to FreeFlyer Mission software and is the only known source for subject software maintenance and training support. A justification for Other than Full a nd Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of t he provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms a nd Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal.
