Description
This requirement is being procured in accordance with FAR Part 36, Construction and Architect-Engineer Contracts and in accordance with FAR Part 13, Simplified Acquisition Procedures. The U.S. Fish and Wildlife Service (FWS), intends to issue a Request for Quotations (RFQ) to install a water control structure. Work included under this invitation consists of supplying all materials, labor, supervision and equipment Labor and equipment to install water control structure and ten (10) loads of dirt from refuge pit to job site, mobilization and demobilization to install water control structure at the Duck River Unit of the Tennessee NWR in accordance with these specifications and as shown on the drawings to constitute a complete and functional facility at Tennessee National Wildlife Refuge as contained in the Base Bid item number 0001 of the Line Item Summary (Page 2) of the Request for Quotation. Tennessee National Wildlife Refuge is located on Kentucky Lake in west central Tennessee and encompasses over 50,000 acres on and around Kentucky Lake in northwest Tennessee. The refuge's three units, Big Sandy, Duck River, and Busseltown, stretch for 65 miles along the Tennessee River. The work site is located on the Tennessee National Wildlife Refuge Duck River Unit. The Duck River Unit, the largest of the 3 units of Tennessee Refuge, is in Humphreys and Benton Co. where Duck and Tennessee Rivers meet. Paris, TN 38242, Phone: (731) 642-2091, Fax: (731) 644-3351. CONTRACTORS ARE URGED TO VISIT THE SITE AND BECOME FAMILIAR WITH EXISTING CONDITIONS. Claims made by the Contractor for extra work caused by their failure to visit the site will not be allowed. This solicitation is NOT a Small Business Set-Aside in accordance with the latest quarterly adjustment under the Small Business Competitiveness Demonstration Program. The North American Industry Classification Code (NAICS) 237110 is applicable to this solicitation. The size standard is $28.5 million. The estimated range is between $25,000 and $100,000. The tentative RFQ issue date is on or about September 19, 2005 with an October 12, 2005 closing date. A firm fixed price purchase order will be issued with a performance period of 60 days from the Notice to Proceed. The anticipated award date is October 19, 2005. The RFQ documents will be available electronically on the Federal Business Opportunities website. The FWS is currently using Electronic Commerce to issue solicitations and the resulting award. The RFQ documents will be available at the Federal Business Opportunities website at http://ideasec.nbc.gov under RFQ Number 401815Q264. In order to submit a quote on-line, you must be registered at the Central Contractor Registration (CCR) website at http://www.bpn.gov. Use of a Dun and Bradstreet (Duns) and Federal Tax Identification Number (TIN) is required. You may obtain your DUNS number from Dun and Bradstreet free of charge at (800) 333-0505. All prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration (CCR).
