- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While is it understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division intends to purchase the following equipment on a sole source basis from Axcera LLC, 103 Freedom Drive, Lawrence, PA 15055-0525: LU10AT ? One 10 Watt UHF NTSC Transmitter, which includes the following features: Internally diplexed configuration for an easy conversion to DTV operation. Parallel LDMOS transistors are used in the amplifier stages for redundancy. Broadband amplifier is utilized for easier frequesncy changes. Broadcast quality exciter for exceptional signal performance. Front panel LCD and LEDs provide in-depth view of transmitter operating parameters. Modular design for easy maintenance and repair. Upgradeable to higher output power levels. Remote control interface provided. 1164-1010 - One Equipment Cabinet to house the transmitter; BCL-115 ? One 120 VAC Surge Protector to protect the TV transmitter from electrical transients; Burk Remote Control, One Model GSC-3000, which includes GSC-3000 I/O 8, and license for Lynx software. Web interface provides web-based monitoring and control with e-mail alarm notification. Wiring Interface. Command Relay. Remote Control Integration! to provide professional installation of the remote control into the equipment cabinet. Spare IF Processor Sled for spare parts inventory to improve the transmitters availability. Spare Modulator Sled; Spare Upconverter Sled; Spare Control / Power Supply Sled; Spare Amplifier. UHF Tunable Broadband Output Filter to allow broadcast across the entire UHF spectrum instead of just a single channel. A sole source procurement is necessary because Axcera LLC is the only company that is able to meet the specifications that are required for the TV Transmitter that are required by the Naval Surface Warfare Center, Dahlgren Division. Award is to be made under simplified acquisition procedures on an all or none basis. The closing date is 23 September 2005. Anticipated award date is 28 September 2005. Pricing should be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. THE GOVERNMENT SHALL NOT ISSUE A WRITTEN REQUEST FOR QUOTATION AS ALL ITEMS ARE IDENTIFIED IN THIS COMMERCE BUSINESS DAILY (CBD) NOTICE. Applicable NAICS code is 334220.
