Description
The following work will be performed at the Major General Emmett J. Bean Federal Center, 8899 East 56th Street, Indianapolis, Indiana. The purpose of this project is to improve the operation of the existing cooling towers by performing the following: Resize all the cooling tower make-up water lines to pass 200 GPM with the existing house water pressure. Change water control fill valve to towers to proper size and type. Extend a supplementary 2-1/2? line to new tower water control fill valve and install a second double check valve and vacuum breaker assembly. Remove the series installed, reduced pressure back-flow preventer from tower water make-up line. Replace with a double check valve ? vacuum breaker assembly. Install a new high flow, cooling tower water filtration system. Modify the existing hot water boiler connections to prevent thermal shock on the boilers. Revise the combustion air supply system to the boiler room. Install water softeners for boiler make-up and cooling tower make-up water treatment. Installation of a water surge storage system including two 6,770 gallon tanks to allow year-round dry basin operation of the cooling towers. Tank installation includes removal of some existing condenser piping, installation of new condenser piping, valves and fittings. Install an emergency power wiring arrangement and automatic transfer switching connected to the existing emergency power distribution panel to provide emergency operation of boilers and hot water pumps. Provide an oversized, operable, insulated overhead garage door in the wall of the chiller pit, and out into the loading dock area. The estimated price range for all work is between $750,000 and $1,250,000. The North American Industrial Classification System Code (NAICS) is 238220 with a size standard of $12 million. This is a negotiated procurement, therefore, a public bid opening will not be held. The solicitation will be available on or about October 4, 2005. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive, but unclassified acquisition information. It is fully integrated with other electronic Government initiatives such as FedBizOpps and the Central Contractor Registration (CCR) database, and is available for use by all Federal Agencies. In order to obtain information from FedTeDS, you will first be required to register with CCR. The Central Contractor Registration database is part of the Business Partner Network, and e-gov initiative and will be used to validate vendor identity. Effective October 1, 2003, all Government contractors must be registered in CCR prior to receiving an award. You may access CCR at the following URL, www.bpn.gov. Once you have registered with CCR you will be required to register with FedTeDS. No Federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URL, http://www.FedTeDS.gov. You will then be required to access the vendor registration form by selecting the hyperlink entitled ?Register with FedTeDS? and then choosing the ?Vendor Registration Form? hyperlink. At a minimum all vendors must supply the following information: Your Company?s Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN) (You can get this from your Company?s CCR Point of Contact), your Company?s DUNS Number or CAGE Code (Contact Dun and Bradstreet at 1-800-333-0505 if you do not have a D&B Number), your telephone number, and your e-mail address. Any questions regarding this notification should be directed to the Contracting Officer whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation.
