- NASA/LaRC has a requirement for Core software and training to be used as the Lead Center on the Crew Exploration Vehicle (CEV) Landing System, unpressurized cargo vessel, tunnel adapter, and support structure system in the Exploration Mission Directorate. NASA/LaRC intends to purchase the items from Vitech Corporation. Vitech Corporation is the only known source capable of meeting the Government's requirement. This software is a full life cycle systems engineering tool that provides the capability to develop integrated executable architectures that include an architecture definition language, integratred design repository and automatic view generators; simulation capabilities for performance assessment, risk management, and contingency management; and an architecture data model that provides full traceability between all elements from any perspective and directon in the structured architecture definition including requirements traceability. This software will provide compatibility with other NASA Centers in the CEV research area. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 26, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
