Description
The Overseas Private Investment Corporation (OPIC), an independent Federal agency, is seeking sources to provide currently available Commercial-Off-The-Shelf (COTS) integrated loan origination and processing solutions that have the technical and functional capabilities, described below, and that have the flexibility to expand as the agency’s information needs and product lines grow. OPIC tracks loans and investment funds in several systems, including a legacy system (converted from the WANG into APPX), and several MS Access databases and MS Excel spreadsheets. The existing finance information architecture supporting our financials is not integrated, making it difficult to extract decision support and portfolio tracking information. A fully integrated loan origination, loan processing, and general subledger COTS product will replace the existing finance information architecture and will allow the agency to view and track its financial portfolio without manual intervention. OPIC also desires to make use of today's technology and business workflow capabilities for both its internal and external systems users. The preferred COTS solution will capture and track information from the following phases of the loan lifecycle: § Origination (starting with receipt of a loan application, through the approval process to loan commitment/agreement phase) § Processing (amortization schedules, invoicing, portfolio management) § Accounting (disbursements, payables, cash receipts, journal vouchers) § Monitoring (covenants, tracking loan performance) NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (22-MAY-2003).
