Description
This procurement requires the vendor to provide rental of two buses to provide seating for a minimum of 44 passengers. The vehicle needs heat and if the bus breaks down, the vendor must furnish a loaner bus within one hour of notification. The price must include monthly off-center maintenance of the vehicles and a loaner must be furnished while a bus is being maintained. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The North American Industry Classification Systems (NAICS) code is 532120. This procurement is set-aside to small businesses. Regarding evaluation of proposal, interested parties are informed that even though price is an important selection criteria, a best value determination will be made based upon the offer that is technically acceptable and at the lowest price and will be made in accordance with FAR provision 52.212-2 - Evaluation - Commercial Items. The offer must meet the following: (1) have the ability to provide two buses for simultaneous use with a minimum of 44 passengers per bus; (2) be able to provide loaner buses while either bus is in maintenance or if a rented bus becomes non-operational; (3) provide a loaner bus within one hour of notification; and (4) price. Offerors are notified that the Government can cancel this rental at any time by providing 30 days written notice before the cancellation date. The solicitation has provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-05, Effective on July 27, 2005. The Government intends to award on 1 October 2005. The period of performance for the this service is from the date of award through 30 September 2006 with a one year option at the discretion of the Government. In accordance with FAR 52.217-9, a fifteen day written notification shall be provided to exercise the option. The proposed contract shall also have a six month option clause in accordance with FAR 52.217-8 with a 15 day written notification to exercise this option at the contract rates in effect when this clause is exercised. Also, the Government reserves its right to cancel the rental by providing a 30 day written notice. The deliverable for Contract Line Item Number (CLIN) 0001 is the monthly rental price for each bus from 1 Oct 2005 - 30 Sep 2006. CLIN 0002 is the monthly rental price from 1 Oct 2006 - 30 Sep 2007. The clause FAR 52.212-4 (Oct 2003) - Contract Terms and Conditions-Commercial Items, and the clause FAR 52.212-5 (Jul 2005) - Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items apply to this acquisition and will be in the awarded document.
