- The U.S. Department of Commerce, National Severe Storm Laboratory (NSSL) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Dr. Brian Kaney of Tahlequah, Oklahoma to assist NSSL in the refinement, implementation, and support of the Monitoring and Verification System (MVS) applications and associated display tools currently deployed at NSSL and the Radar Operations Center (ROC). Dr. Kaney will develop and deploy new MVS software components in addition to modifying existing MVS components. This includes enhancing supporting scripts, CGIs, remote data ingest and other tools as required by NSSL to facilitate a stand alone community application resource for the verification and assessment of QPE and QPF products. The MVS expansion will include interfacing with the Joint Applications Development Environment (JADE), with NOAA?s High Performance Communications and Computing program. The MVS and JADE systems will facilitate the ability of researchers, globally, to develop and assess QPE and QPF applications on the NSSL?s NMQ/Q2 system. Specifically, Dr. Kaney will customize and modify the MVS and associated applications, scripts and other tools to support NSSL?s national and international deployments for the development, enhancement, configuration and deployment of a software package, hereafter referred to as the Monitoring and Verification System (MVS). The MVS is required to meet operational mission goals and research objectives towards the real time monitoring of the NOAA/NWS WSR-88D network in support the Radar Operations Center and NSSL?s NMQ/Q2 project. The initial MVS development, testing and operational implementation at the ROC occurred in 2002-2003. Dr. Kaney?s work will expand the current MVS capability for meeting additional ROC specific requirements for the national monitoring of radar systems. Additionally, the MVS system will be reconfigured and enhances to reside as a stand alone, research community resource towards the assessment of quantitative precipitation estimates and precipitation forecast in support of the National Mosaic and QPE (NMQ) Program. Period of Performance shall be October 5, 2005 to September 30, 2006. Dr. Kaney has the unique combination of skills and experience necessary to provide the solutions for all the tasks related to the proposed work. This notice is for information purposes only. No formal solicitation will be issued. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Award date will be October 4, 2005.
