Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation number F2XJA25196A100 is being issued as a Request for Quote (RFQ) using Simplified Acquistion Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05 (26 Aug 05), AFAC 2005-0209, AETC FAR Sup NOV 2002 Defense Federal Acquisition Regulation Supplement and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) number 20050726. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. This acquisition is being solicited on an unrestricted basis; the North American Industry Classification System (NAICS) code is 721110 with a size standard of $6M. The 2005 AFROTC Unit Admissions Officer Conference (UAO) will be held in Orlando, Florida, from 05 December to 09 December 2005. The following accommodations and services are required by HQ AFROTC, Maxwell AFB AL: A hotel within a 1-mile radius of the University of Central Florida (UCF) Campus. Reservations for 170 rooms, with 3 rooms available for check-in on 1 December 2005 and 167 rooms with check-in on Sunday, 4 December 2005. All 170 rooms will checkout on Friday, 9 December 2005. A Statement of Work and Pricing Schedule are attached. Failure to provide firm-fixed pricing for all line items required may result in removal of the proposal from further consideration. Clauses and provisions may be accessed via the Internet, http://farsite.hill.af.mil or http://arnet.far.gov. The following clauses and provisions are incorporated by reference and are to remain in full force in any resultant purchase order. FAR 52.212-1, Instruction to Offerors Commercial Items (Jan 2005) applies to this acquisition. The government will award a purchase order resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government. The following factors shall be used to evaluate offers: pricing and technical acceptability (required accommodations, services, etc. IAW SOW). In determining the best value, the government will consider the following: the number and variety of on-site food & beverage options (restaurants, sports bars, room service, etc.), quality and extent of on-site fitness facilities (24 hour access, cardio-vascular equipment, weight equipment, etc), layout and spaciousness of the facility. Offerors are reminded that hotel industry standard ?comps? such as extra/free rooms, free beverages and/or meals are not allowable for any Government employees who will be working with the hotel. These types of actions are in violation of procurement integrity rules and will be investigated. The contractor must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov) database, Wide Area Work Flow (WAWF) (https://wawf.eb.mil (866-618-5988) database and On-Line Representations and Certifications Application (ORCA) Registration (www.bpn.gov/orca) . Award will be made to a single source. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2003) and FAR 52.232-18 Availability of Funds, (requirement is currently unfunded)are incorporated into this RFP. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes on Executive Order-Commercial Items (Jan 2005) is applicable. STATEMENT OF WORK FOR 2005 UAO CONFERENCE 1.0 Accommodations: 1.1 Rooms. Hotel(s) shall reserve up to a total of 170 rooms, with three rooms available for check-in on 1 December 2005 and 167 rooms with check-in on Sunday, 4 December 2005. All 170 rooms will checkout on Friday, 9 December 2005. An advance roster of attendees will be provided. Hotel location will be within approximately 1 mile of University of Central Florida, 4000 Central Florida Blvd, Orlando, Florida, 32816. 1.1.1 The reserved rooms shall not be released to other hotel guests without consent of HQ AFROTC/DOR (Major David Edney or Captain Ty Christian). The price of any released rooms will be reimbursed to HQ AFROTC. 2.0 Available Services 2.1 Restaurant. The hotel(s) shall be within 1/4 mile, safely accessible by walking, of a restaurant that serves at least 2 sit-down meals (breakfast, lunch, and dinner) daily or have a restaurant on-site that does. (Not Fast food) 2.2 Fitness Center. The hotel shall have an on-site fitness center. The fitness center shall be free with 24-hour access for the 170 guests. 2.3 Calls. The hotel shall provide free local calls for all guests. 2.4 Internet Access. The hotel shall have free high-speed Internet access for all guests. 2.5 Parking. The hotel shall reserve a minimum of 5 parking spaces (per Hotel) from 4 - 9 December 2005 for guests. 3.0 Personal Charges. 3.1 HQ AFROTC will pay for rooms (to include late check out fees). However, incidental room charges for (including, but not limited to) room service, long distance/internet charges, movies, etc. will be charged to the individual member. Each member is responsible for pre-arranging, with the hotel, payment for incidental room charges as described above. The offeror shall address each item listed above as to availability and provide a detailed explanation of conformance to the Statement of Work. In determining the best value offer, in addition to price, the government will consider: the number and variety of on-site food & beverage (restaurants, sports bars, room service, etc.), quality and extent of fitness facilities (cardiovascular equipment, weight equipment, pool, sauna, etc.), layout and spaciousness of the facility.
