Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 and DFARs Change Notice (DCN) 20050901. This acquisition is a unrestricted. NAICS is 334220 not a small business set-aside. Solicitation is for commercial purchase of: This acquisition is for Brand Name items only and is a small business set-aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. The contractor shall provide the following items to the 412th Test Wing Electronic Warfare Division based on the information stated: Double-Ridged Waveguide Horn (Antennas), Model 3117 (Quantity - 6). The frequency range is 1 GHz ? 18 GHz. The primary reason for the purchase is maintaining a single lobe radiation pattern over the entire operational frequency range. Manufacturer is ETS-Lindgren. Brand Name Justification Information: 1. The Electronic Warfare (EW) Directorate requests the brand name purchase of a Double Ridge Wave Guide Horn (Antenna), Model 3117. This antenna provides the most up-to-date technology for microwave and EMC measurement. EW Directorate testing will benefit from the uniform illumination of target surfaces and accurate gain measurement. 2. The Double Ridge Wave Guide Horn (Antenna), Model 3117 is a recently designed antenna and will be a direct replacement part for the existing ETS/EMCO 3115 antenna currently in use. The 3117 Horn (antenna) represents significant advances in performance over the 3115 as detailed below. The salient functional characteristics that are essential to the Electronic Warfare Directorate are: Maintains single lobe radiation pattern Even distribution of electromagnetic energy on target over entire frequency range Higher structural integrity, maintains a more constant antenna gain/pattern throughout calibration cycle and lifetime of the antenna Ultra Broadband: 1GHz ? 18 GHz Power Input 300 W Power Input Capacity Uniform Gain, Low VSWR More accurate gain and vector measurements Elimination of high gain side-lobes helps reduce multipath effect from degrading measurement accuracy 3. The Double Ridge Wave Guide Horn (Antenna), Model 3117 is the only known brand at this time that can satisfy the Government?s electronic warfare testing requirements. The offeror shall include descriptive literature such as specifications, brochures or other manufacturing information that fully describes the item if not the suggested manufacturer and part number. Delivery must be 45 days after receipt of purchase order and FOB Destination. Place of delivery, performance, and acceptance is FOB Destination, Edwards AFB, CA 93524. The following provisions and clauses apply: Offerors must include a completed copy of the provision at 52.212-3 Use of On Line Representations and Certifications Application (ORCA).
