Description
W911SA-05-T-0084 is amended to for the following: 1. The Proposal Due Date is extended to 23 Sep 05, 1:30 PM CDT. 2. CLIN 0001 Delete the following sentence: The Emergency Communication Equipment shall be designed in accordance with the criteria in Unified Facilities Criteria, Design and O&M: Mass Notification Systems (UFC 4-021-01, 12/18/02). 3. Add the following to CLIN 0001, EXPECTED SYSTEM CAPABILITY: Radio equipment shall be DOD-certified for use on military bases, i.e. it must have been assigned a JF/12 number. Frequencies must be narrowband (12.5khz spread) and in one of the following DOD Bands: VHF  138-150.4 MHz, UHF  380-399.9 MHz or 406-420 MHz. Frequency will be provided to the vendor in approximately 45-60 days after the award . (Therefore, Delivery shall be 120 days after receipt of the frequency). Informational: Unlicensed frequency bands must accept interference and therefore not desirable for this application, i.e. 2.4ghz. 4. CLIN 0001, DELIVERY is changed From: 120 d ays after receipt of a purchase order. To: 120 days after receiving frequency from the Government POC. 5. SUBMISSION OF OFFERS: PRICE is changed to read as follows: Offeror shall submit pricing information for all CLINs as outlined in this combined synopsis/solicitation. 6. SUBMISSION OF OFFERS: TECHNICAL is changed to read as follows: Statement of Offerors technical approach to meeting the Governments requirement, to include identification of all system hardware and software (with manufacturer literature provided) and warranty. 7. EVALUATION FOR AWARD: TECHNICAL is changed to read as follows: The Government will then evaluate the offerors Technical approach to determine if the approach outlined by the offeror meets the minimum Government requirements outlined in the combined synopsis/solicitation, including but not limited to, proposed system hardware and software, system configuration and offered technical solution, the offerors proposed implementation, and warranty. 8. The following CLINS are changed to read as follows: CLIN 0002 Base Year, Government Cost for Warranty Repairs (including parts, labor, and travel costs not covered by standard commercial warranty. 1 ea @ $2,500.00, NTE $2,500.00. This amount is a Government supplied plug number, for planning purposes only. The Gov ernment reserves the right to modify the NTE amount based on Government need. The Government will only pay for warranty repairs ordered and received by the Government, not covered by the offers warranty provisions included in CLIN 0001. CLIN 1002 OPT YR I, Government Cost for Warranty Repairs (including parts, labor, and travel costs not covered by standard commercial warranty. 1 ea @ $2,500.00, NTE $2,500.00. Q: What is the need and usage of the Digitized Mobile Data Terminal Notification System ? A: This system will initially be used as part of a wireless network with Internet access, MS Office, Arc View GIS; and must have the ability to tie into the NCIC system in the future (hardware requirement for that is 10/100 Mbps Ethernet), IP MobileNet IP150 data mobile radio hardware, and HTE Mobile Data Browser. - 2.. Q: Mobile Data Terminal - Are you looking at Dumb Terminal , or Mobile Computer Laptop? A: Mobile Laptop - 3. Q: Solicitation states, Provide the capability for the officers to communicate directly to headquarters and talk (real time) via computer, to any units already in the field as well - Are you looking at instant messaging? A: See # 1. - 4. Q: Solicitation states, The system shall allow the officers to complete reports through the mobile computers and electronically transmit them to headquarters. What type of report? How many reports? How many p ages per report? Can we have a sample of each of them? Where do we transmit the report? Do we transmit the data only or also the original report (PDF)? Is the data dumped in a database? If yes, what system? Can we have the interface specification? Does it need to be sent back to originator for modifications? A: Our reporting system is Web Based and not a CAD. Non-issue - 5. Q: Solicitation states, The system shall be able to produce mobile data messages via radio single messages from a centra l location and from vehicle to vehicle. Please explain this requirement A: See #1 - 6. Q: What is the coverage in regard to distance? A: 3 mile radius
