Description

This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWC Division Newport intends to place a sole-source purchase order with Axel Products, Ann Arbor, MI for Material Testing of 9130 Urethane. Testing includes Bulk Modulus Testing Services at Room Temperature, Bulk Modulus Testing Services at non-lab Temperature, Dynamic Elastomer Characterization at Room Temperature, Dynamic Elastomer Characterization at non-lab Temperature, Complete Equilibrium Data Set at Room Temperature, Complete Equilibrium Data Set at non-lab Temperature, Basic Friction Properties at Room Temp, and Thermal Properties Testing. Axel Products is the only source capable of using the radial extension testing technique required by the Government and they are the only commercial test lab that routinely provides equal biaxial test data. Further, they are the only commercial test lab that uses laser strain measurement for equal biaxial, planar tension, volumetric compression, and simple tension experiments. A formal solicitation under N66604-05-Q-6677 should be issued within the week. Any challenges to this sole source action should be brought to the attention of the Contracts Negotiator, Matthew F.
