Description
The Office of the Comptroller of the Currency (OCC) has a requirement for a contractor to perform preventive maintenance and repair services on its conditioned electrical power infrastructure. The OCC intends to award a firm-fixed price contract for a base year and two (2) option years. The contractor shall perform scheduled preventive maintenance inspections twice a year (approximately six months apart during the period of the contract) during non-production hours for the systems and equipment listed below under SYSTEMS, SUBSYSTEMS, COMPONENTS DEFINED and Generator components. These PM?s will be performed concurrently. All on-site inspections and PM?s shall be on a date and time set by the OCC, typically a Saturday evening from 6PM till Sunday 6AM. The OCC will ensure that the contractor receives at least a month?s notice prior to scheduling a semi-annual PM. It is the responsibility of the contractor to provide a toll free service contact telephone number that is available 7x24x365 during the performance period of the contract. During each scheduled preventive maintenance inspection, the contractor shall perform specialized equipment service procedures on the equipment listed below under SYSTEMS, SUBSYSTEMS, COMPONENTS DEFINED and Generator components. This shall include: Checking and verifying performance of all the prescribed equipment and components in accordance with the manufacturer?s specifications, original design criteria and proper maintenance practices. Examining, adjusting and calibrating all the systems and components including but not limited to: Main input breakers, Main output breakers, distribution output breakers, Emergency Power Off Switches (EPO), interconnecting wires, transformers, external alarm inputs, ground fault interrupters, junction box auxiliary relay, voltages, status panels, phase rotation and grounding connections. Wiring: inspect for cuts, abrasions and other damages, especially where the conductors contact frame members, junction boxes or components. Repair or replace as necessary. Electrical Connections: Inspect all power connections to be certain they are tight and comply with NEC standards. Breaker Panels; Inspect all power and ground connections to be certain they are tight and comply with NEC standards. Repair as necessary. Circuit Breakers: Inspect to be certain that each is securely mounted, check electrical connections to insure they are tight, exercise each circuit breaker to insure proper operation. Repair or replace as necessary. Mechanical: Inspect all component mounting bolts or fasteners to ensure each is properly tensioned and adjust if necessary. Safety: Inspect all frame and cabinet safety ground conductors and fastenings to insure each is intact and secure, insure that all access panels will close securely to discourage unauthorized entry or tampering; be certain that all appropriate warning signs are in place on/around equipment. Batteries: All batteries in the EPS system will be inspected during the semi-annual preventive maintenance period and a detailed report as to the health and condition of each battery shall be the result and deliverable within 10 days of the end of the preventive maintenance inspection. The contractor shall provide to OCC?s technical contact within ten business days after a preventive maintenance a written report detailing the condition of each system/subsystem as defined under SYSTEMS, SUBSYSTEMS, COMPONENTS DEFINED and Generator components. Emergency and Non-Emergency repair service. The contractor shall provide ?on-call? 24-hour emergency and non-emergency response service as needed by the OCC to diagnose trouble and perform repairs to the systems and components as listed below under SYSTEMS, SUBSYSTEMS, COMPONENTS DEFINED and Generator components. Covered Parts. The contractor shall provide all parts, components, units, labor, travel and miscellaneous supplies necessary to maintain and repair the equipment identified under SYSTEMS, SUBSYSTEMS, COMPONENTS DEFINED as part of the firm, fixed price of the contract. SYSTEMS, SUBSYSTEMS, COMPONENTS DEFINED American Power Conversion (APC) 320SL UPS APC Quad cabinet battery set, Liebert Power Center 75KVA named as PDU #1 and its associated Sidecar, Liebert Power Center 75KVA named as PDU #2 and its associated Sidecar, Liebert Power Center 30KVA named as PDU #3, Liebert Power Center 75KVA named as PDU #4, SquareD Power Center 15KVA named as Mini-Power-Zone, Liebert Site Master system and subcomponents. Generator components: GE Load Center-Input panel to APC UPS, GE Load Center-Output panel from APC UPS to power centers, Russelectric Automatic Transfer switch 277/480 3Phase 600AMP named as ATS#1, Russelectric Automatic Transfer switch 277/480 3Phase 600AMP named as ATS#2, Caterpillar 3508 Diesel Electric GENSET, Fuel pumping subsystem of the Caterpillar diesel generator Battery Charging system of the Caterpillar diesel generator Venting louvers. The Request for Quotations (RFQ) is not set aside and will be procured using simplified acquisition procedures under the Test Program for Certain Commercial Items in FAR Subpart 13.5. The North American Industry Classification System (NAICS) Code is 811310 and the Size Standard if $6.0 million. The OCC anticipates issuing the RFQ on September 21, 2005 at www.fedbizopps.gov. The RFQ, including amendments, will be distributed through the www.fedbizopps.gov website. Interested parties are responsible for monitoring the website to assure that they have the most up to date information about this RFQ. Paper copies of the RFQ will be available.
