Description
NASA/MSFC has a requirement for one each ERSP 3.0 Software Development Kit with one year software maintainance, three each Additional ERSP 3.0 development seats with one year software maintenance on addtional seats, one each Scorpion robot. NASA intends to procure from Evolution Robotics Inc. only for the ERSP software development Kit and the Scorpion robot. This procurement is for a software development tool with 3 additional development licenses that are required to interface with the Scorpion general purpose robot. This software in conjunction with an in-house developed software product ? Telescience Resource Tool Kit (TReK) will allow communication over a research & development network in cooperation with other NASA centers as part of the Command, Control, Communications, and Information (C3I) Architecture team prototyping project. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: 1 These items are currently available only through the manufacturer, Evolution Robotics. 2. These items are currently being used by Goddard Space Flight Center and compatibility is required for cooperative research and development. This work is part of the Command, Control, Communications, and Information (C3I) Architecture team prototyping project. 3. Compatibility with existing software at Goddard Space Flight Center is critical for project development The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on _September 23, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
