Description
The Department of Commerce/NOAA, National Marine Fisheries Service (NMFS), intends to negotiate on a sole source basis with the Cape Cod Commercial Hook Fisherman's Association for the implementation of the ACCSP 2005 Electronic Vessel Reporting Pilot Project. Currently, all miltispecies permitted fishing vessels are required to report catch and related data using paper Vessel Trip Reports (VTRs). Amendment 13 to the fishing regulation has sharply increased the number and precision of monitoring requirements by implementing several small Total Allowable Catch (TAC) for stock areas of species of concern, and implementing a new Days-At-Sea (DAS) regime. TACs require greater timelines in monitoring amounts caught to allow for the same forecast precision as a large TAC. NMFS requires a coordinated system that provides both timely vessel and dealer information. The contractor shall test replacing the current paper-based vessel reporting system with an electronic system to demonstrate improved fishery management by linking vessel reports to Dealer Electronic Reporting (DER) in a coordinated system. The statutory authority for this proposed action is 41 U.S.C. 253 (c)(3), Only One Responsible Source. Cape Cod Commercial Hook Fisherman's Association is uniquely as the only local organization with current applications and capabilities to perform the pilot project. The applicable NAICS code is 541690. The size standard is $6 million. This proposed action is anticipated to be below the simplified acquisition threshold of $100 thousand. No award shall be made based on any response to this announcement as this is not a request for quotations.
