- This solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-05 effective 27 July 2005. The Government intends to award a Firm Fixed Price purchase order for Crystal Report Designer and Enterprise Licenses. The NAICS code is 423430 and the size standard is 500 employees. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a Request for Proposal (RFP). This requirement is for the American Forces Information Service (AFIS), 601 North Fairfax Street, Alexandria, VA 22314-2007. BACKGROUND: AFIS requires the Crystal Reports Designer and Crystal Enterprise products for the HRMS and Budget projects. STATEMENT OF WORK: The Contractor shall provide Crystal products which will increase productivity and standardize reporting throughout AFIS. The tools shall allow AFIS analysts to build reports for customers and free up valuable Java developer resources. The Open architecture will allow leverage existing IT investments, increase end user satisfaction, enable complete control over data access and presentation, and provide total control over report listing, processing, modification, viewing, and administration. GENERAL ASSUMPTIONS: AFIS/IRM will monitor Performance Improvements through current monitoring tools There is no training included with this procurement. ITEMS REQUIRE: Crystal Reports Developer XI Windows Named User English Maintenance v11.0, Manufacture# M-IRD-E-WX-00, Quantity 11, Crystal Enterprise Premium for Window CPU Maint, Manufacture# M-UC5-E-WX-00, Quantity 2, Crystal Standard Support, Manufacture# VSSSUP, Quantity 1. PLACE OF PERFORMANCE: The Place of Performance is the American Forces Information Service (AFIS) , 601 North Fairfax Street, Alexandria, VA 22314-2007. PERIOD OF PERFORMANCE: The period of performance shall be October 1, 2005- September 30, 2006. RESTRICTIONS: There is no known existing or potential conflicts of interest associated with this task. SECURITY REQUIREMENTS: Access to government unclassified systems, facilities, documents, and/or materials is not required of this contract. The contractor shall be subject to compliance with all Federal and DOD regulations and policy during performance of the contract. Contractor must be a US citizen. Contractor does not require a security clearance for performance under this SOW. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in paragraphs (i) through (vi) of this paragraph in a subcontract for commercial items.
