- Description
- The contractor will manage, maintain, and operate, Government owned fuel and cryogenic facilities and equipment at Naval Air Station (NAS) Jacksonville, FL, and Naval Station (NS) Mayport, FL. Contractor will furnish, manage, maintain, and operate mobile fuel servicing equipment. The NAS Jacksonville fuel facility is a compact system consisting of three aboveground jet fuel tanks supplied by commercial tank truck. The truck receipt header system, truck fill-stands, the pump/filter system that also support two near-by direct refueling stations, three (3) vaulted used oil tanks, and a jet fuel recycling system, as well as the refueler parking area are all located within or adjacent to the fuel compound. NAS Jacksonville is responsible for pilot training and is the home station to a number of deployable P3, S3, H60 Helicopter squadrons. Fuel support is also provided to NADEP Jacksonville, U.S. Customs aircraft, and aircraft transiting the Air Mobility Command (AMC) passenger/cargo terminal facility as well as numerous other transient aircraft. In support of these missions, the Contractor will be responsible for: bulk jet fuel receipt, storage, handling, and issue operations; fuel services (issue and defuel) of aviation fuels to aircraft, ground support equipment, and facilities using mobile refuelers; a fixed direct refueling/pantograph system (fixed wing aircraft), and a refueler/portable pantograph system (rotary wing aircraft); fuel services (issue) of ground products, MUR and jet fuel in lieu of diesel, via mobile fuel servicing truck; the testing, collection, storage, handling, and disposal of Used Oil; the Collection and redistribution of Recyclable Jet Fuel; product quality surveillance, sampling and testing, and fuel laboratory operations; fuel accounting and administrative functions to include the management of FAS/FES/FM as they apply to petroleum and cryogenic functions; the receipt, storage, handling, issue, systems maintenance, and quality surveillance of cryogenic products (LOX and LN2) and gases; all associated inspections, preventive maintenance (PM), and operator maintenance (OM) applicable to the petroleum and cryogenic systems and documentation of all inspections, PM/OM, maintenance, and repair actions. These actions may include the installation, administration, and upkeep of an automated preventive maintenance program and other software as may be specified herein. NS Mayport fuel facilities consist of two (2) small vaulted horizontal cylindrical jet fuel tanks that are supplied by pipeline from Fleet Industrial Supply Center (FISC) Jacksonville, Mayport Terminal. NS Mayport, home port to the USS Kennedy, CV67, and numerous other ships, also supports an active airfield. It is the home station to several deployable squadrons of H-60 Seahawk helicopters units and is routinely tasked to support transients such as C-9, C40, and C-130 type aircraft. In support of these missions, the Contractor shall be responsible for: bulk jet fuel receipt, storage, handling, and issue operations; fuel services (issue and defuel) of aviation fuels to aircraft using mobile refuelers and a refueler/portable pantograph system (rotary wing aircraft); the collection and redistribution of Recyclable Jet Fuel; product quality surveillance, sampling and testing, and fuel laboratory operations; fuel accounting and administrative functions to include the management of FAS/FES as they apply to petroleum and cryogenic functions; the receipt, storage, handling, issue, systems maintenance, and quality surveillance of liquid nitrogen (LN2); all associated inspections, preventive maintenance (PM), and operator maintenance (OM) applicable to the petroleum and cryogenic systems and documentation of all inspections, PM/OM, maintenance, and repair actions. These actions may include the installation, administration, and upkeep of an automated preventive maintenance program and other software.
