Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with the INSTITUTE OF ELECTRICAL AND ELECTRONIC ENGINEERS, INC (IEEE), 445 Hoes Lane, Piscataway, NJ 08854 for a one (1) year 2 site subscription for the IEEE/IEE Electronic Library Online. The IEE is a non-profit, technical professional association of more than 365,000 individual members in approximately 150countries. The IEEE is a leading authority in technical areas ranging from computer engineering, biomedical technology and telecommunications, to electric power, aerospace engineering and consumer electronics, among others. Through its technical publishing, conferences and consensus-based standards activities, the IEEE produces 30 percent of the world's published literature in electrical and electronics engineering, and computer science areas, holds annually more than 300 major conferences and has nearly 900 active standards with almost 500 under development. The IEEE/IEE Electronic Library Online provides full test access to the Institution of Electrical Engineers, UK and the Institute of Electrical and Electronics Engineers journals, transactions, magazines, conference proceedings, all current IEEE Standards. By site license agreement, the The Electronic Library Online is a proprietary and copyrighted product of IEEE and is solely available through IEEE. The Government is unaware that any other source that can provide a database comparable in content, scope, depth, and breadth in support the research requirements of NIST engineers, physicists, and scientists. It is expected that award to other than IEEE would result in a substantial duplication of time and costs that cannot be expected to be recovered through competition. This Notice of Intent to Sole Source is not a request for competition; a request for quotation is not available. Interested parties may submit written evidence of their interest and bona fide capability to fulfill the requirement prior to 3:30 PM EST on September 30, 2005. Such submissions will be reviewed to ONLY to determine if it is necessary for the Government to conduct a competitive procurement. The determination not to compete the requirement is exclusively within the discretion of the Government.
