Description

VA Network 22 Logistics Office intends to negotiate, on behalf of VA Loma Linda Medical Center, a commercial (FAR Part 12), sole source contract with Analytical Services Laboratory (ASL) at CE-CERT, University of California, Riverside under the authority of FAR 6.302-1 for base and two option years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. This procurement is to obtain ASL at CE-CERT expertise in evaluating and characterizing the JP-8 Fuel Exposure System, including: (1) evaluating the mass loading rate and size distribution of Aerosolized fuel at different aerosolizer settings; (2) identifying, to the best extent possible, detailed gas phase hydrocarbon analyses; and (3) monitoring the stability of the Exposure System. Only one responsible source and no other services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Pacific Daylight Time, August, 2005, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
