Description

VA Network 22 Logistics Office intends to negotiate, on behalf of VA Greater Los Angeles Healthcare System (VAGLAHS), a commercial (FAR Part 12), sole source contract with Key Solutions, Inc., Santa Clara, CA, under the authority of FAR 6.302-1 for base and three option years. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. This procurement is to obtain software licensing for deployment of web-based solutions for investigators, study coordinators, administrators, and reviewers to automate protocol online submission of data and associated reviews - thereby facilitating improved data collection, tracking, documentation, communications, and workflow management process for processing protocols for various studies conducted by VAGLAHS. Only one responsible source and no other services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All proposals received by 4:00 P.M. Pacific Daylight Time, September 23, 2005, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
