- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is F2F3205201A200 is being issued as a Request for Quote (RFQ) on an UNRESTRICTED basis. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05. The associated NAICS code is 336112. The contractor shall provide all labor, equipment, materials, tools, parts and shipping costs necessary for delivery. The work to be performed includes, but not necessarily limited to the following: delivery of one (1) Pelsue PT 2000 Series Power Trailer OR EQUAL. The following describes the specification of each trailer: BASE UNIT: Aluminum Construction Frame; Aluminum Decking; Torsion Axle Assembly (1 each); 15-inch wheel-tire assembly (2 each); 3-inch Lunette Eye Hitch; Swing Away Telescopic Tongue Jack with 8-inch Pneumatic Caster Wheel; Fiberglass Reinforced Resin Body with Balsa Wood Structure at critical stress areas; High Gloss Gel coat Finish in either Safety Yellow; Body has Dual Gull Wing Hoods each side (lockable); Rear Panel has Pump Storage Access, Ventilator Duct Storage Access, and Control Panel Access (all doors are lockable); Rear Bumper is hinged for access to optional Under Trailer Storage for Planks and Plank Supports (all hardware is Zinc Plated Steel and locks are keyed alike); Storage on Front Deck for Fuel Bottles and Optional Air Tank; Additional Front Storage for Manhole Guard, Shield and Traffic Cones; DOT approved Trailer Lightning including Stop, Turn, Tail and Clearance. TOWING OPTIONS: Hitch Assembly is Standard Lunette Eye; No Brakes; Tail Light Connector is 4 conductor cole hersee SAE specifications (for use with no brakes or hydraulic brakes); Body Color is Safety Yellow Gel coat. GENERATOR SELECTION: Gasoline and Diesel Selection includes two (2) 12.5-gallon DOT approved fuel tanks, Standard Control with Start-Stop Switch, Receptacles, Breakers, and Gauges. VENTILATOR AND HEATER SYSTEM: Ventilation and Hot Water Heater, 1240T High Purge (2 speed blower), Hot Water Heater System with Dual 3000 Watt 240 VAC Heat Boost (6000 Watt Total), 2025HD Heavy Duty Blower Hose, 24,000 BTU AC unit; COMPRESSED AIR SYSTEM includes 20 gallon air tank, tool air reel, tank drain system and full regulation, and 1.5 HP Gast Oil less; SUBMERSIBLE WATER PUMP SYSTEM includes 1 Pump Carrier (Pelsue model 56P0004A1 OR EQUAL); SAFETY LIGHTING AND EQUIPMENT: Work Light, Flag Selection, Two Floodlights, One Beacon Assembly; MISCELLANEOUS OPTIONS: Manhold Guard 4000AL Aluminum with Shield Clamps and Cone Holders. Equipment to be delivered to Hurlburt Field; a US Air Force Base in Fort Walton Beach, FL. Shipping costs shall be included in pricing. The contractor shall coordinate delivery with the point of contact that will be designated at a later time. To be eligible for award, Offeror must be Central Contractor Registered (CCR). The following clauses apply to this acquisition and are included in full text: FAR 52.212-1-Instructions to Offerors--Commercial Items (Jul 2003) applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2-Evaluation--Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Past performance and technical capability are slightly more important than price.
