Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is FA4830-05-Q-0144 and is issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-05, Defense Acquisition Circular (DAC) 91-13 Correction and Air Force Acquisition Circular (AFAC) 2005-0818. The solicitation is unrestricted. The North American Industry Classification System is 238990. The business size standard is $12M. The BID SCHEDULE shall be for CLIN 0001: Stripe Pavement Markings (4? White Lines) IAW the Statement of Work; Qty: 87,224 Ft. CLIN 0002: Stripe and Apply Beads Pavement Marking (4? Yellow Centerlines) IAW the Statement of Work; Qty: 44,999 Ft. CLIN 0003: Stripe Medium Arrows (White) IAW the Statement of Work; Qty, 60 Ea. CLIN 0004: Crosswalk (White) IAW the Statement of Work; Qty: 6,408 Sq Ft. CLIN 0005: Stop Bars (White), Qty: 1,620 Ft. IAW the Statement of Work. DELIVERY/LOCATION OF WORK: Moody Air Force Base, Valdosta, GA 31699. FOB POINT: Destination. PERFORMANCE: 30 days After Notice to Proceed. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. The following addenda is provided to this provision: Request for Quotation should be submitted and shall contain the following information: SOLICITATION NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; PRICE, ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS. Quote shall also contain all other documentation specified herein. Signed quotes must indicate quantity, unit price and total amount. Offerors that fail to furnish the required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION/AWARD: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation to the responsive responsible low offeror. A site visit will be held on 26 Sep 05 at 10:00 A.M.E.S.T. Site Visit Location: 347 Contracting Squadron, 4380B Alabama Road, Moody AFB, GA. Contractors are not required to attend the site visit. Statement of Work PAINT STREET PAVEMENT MARKINGS MOODY AFB 1. GENERAL/SCOPE 1.1 The work consists of furnishing all labor, equipment, and materials required to perform all operations necessary to stripe pavement marking, on existing streets and within the designated work area, at Moody Air Force Base (AFB), Georgia. The contractor shall ensure all work is conducted in strict compliance with all local, state, and federal rules and regulations. To request a map citing locations, contact Roy Durham, Contact Administrator at roy.durham@moody.af.mil 1.2 The Contractor shall ensure that pavement marking process is conducted in strict compliance with all local, state, and federal environmental statutes and regulations, including, but not limited to, regulations promulgated under the Resource Conservation Recovery Act, 42 U.S.C. 6901, and the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. 9601. 1.3 Pavement markings include: 1.3.1 White, edge line markings, medium arrow markings , crosswalks, stop bars marking. 1.3.2 Yellow (Centerline marking). 1.4 Security / Safety 1.4.1The Contractor shall follow existing procedures and instructions applicable to Moody AFB for obtaining entrance to any restricted area. These procedures and instructions will be briefed during the pre-construction conference. 1.4.2 The Contractor shall be responsible for the safety of on-site personal. The Contractor shall comply with OSHA safety requirements and the Georgia Department of Transportation in the prevention of accidents. 1.5 A final inspection will be held no later than the last day of the contract performance period. All items previously identified will have been corrected and the final cleanup performed. 2. MATERIALS 2.1 All materials shall be delivered in sealed containers that plainly show the designated name, formula or specification number, color, date of manufacture, manufacture's name, and directions for use. 2.2 The paint shall be homogeneous, easily stirred to smooth consistency, and shall conform to Federal Standard (FS) Specification TT-P-1952-D Paint 7 Jan 94. The paint, white and yellow shall be water-born and reflective glass spheres, conforming to FS TT-B-1325-C, Type 1 Beads 1 Jun 93. 2.3 The Contractor shall store or place materials and equipment only in areas specifically provided by the Government. 3. APPLICATION 3.1 The Contractor shall clean debris from roadway surface as work proceeds with the work. The "clean-as-you-go? policy is necessary to ensure a clean surface is available if there is an emergency. 3.2 The paint shall be applied uniformly at 12-14 Mils thick and the beads shall be applied uniformly on wet paint marking at the rate of 8-10 pounds per gallon of paint. 3.2.1 The equipment to apply paint to the pavement shall be self-propelled or mobile-drawn pneumatic spraying machine with suitable arrangements of atomizing nozzles and controls to obtain the specified results. Painting equipment must be able to follow the straight lines and normal curves in true arc 3.2.2 No paint striping shall be permitted when the air temperature is at 40 degrees F and falling or the pavement surface temperature is at 35 degrees F or less and falling. When the contractor is notified a severe weather warning issued for the area, the contractor should immediately take the necessary action to tie down and secure all material on the job site. 3.3 The work shall be accomplished without causing damage to the pavement surface, joints, and joint crack seals. 3.4 In general new marking shall be placed over existing pavement marking patterns. The pavement shall be cleaned free of all loose particles, sand, dirt, dust, chemicals, or significant oily substance and all pavement marking shall be striped. There is some painting on the end of islands they will require a small machine or hand work. 3.5 Prior to commencement of work, the Contractor shall attend a pre-construction meeting at the Contracting Office, located at 4380B Alabama Road, Moody AFB. The Contracting Office will notify the Contractor as to the specific time and date of the meeting. 3.6 Work on the project will only be conducted with prior coordination of maintenance engineer 912-257-2199, and the Contracting Officer. The Contractor will be held strictly accountable for any actions by employees detrimental to the safe conduct of flying operations 3.7 The Contractor shall submit a work schedule to contracting office for approval. Work may be performed 24 Hour per Day, as long as the contractor identified it in the work schedule and provide his own light. 3.8 It is important that the Contractor adhere to the pre-approved schedule for execution of the work, weather permitting, as parking and roadway closures must be coordinated in advance. In the event the Contractor?s schedule should be delayed because of weather or mechanical equipment breakdown, the Contracting Officer shall be notified by the Contractor and a new work schedule will be established within 24 Hours. 4. MEASUREMENT The unit of measurement and payment for paint pavement marking shall be the number of linear feet of 4?pavement marking and per each for arrows , and square feet for stop bars and crosswalks accepted by the Contracting Officer or his representative in the designated area. 5. TRAFFIC CONTROL 5.1 The Contractor shall provide all cones, barriers, lights, traffic signs, placards, flags, and flagging personnel necessary to establish an adequate work zone and traffic control in and around the work zone to reduce work and traffic interruptions. The Contractor will establish and maintain work zones as necessary throughout the period of the contract, prominently identifying potential hazards and dangers to personnel and traffic in or near the work area. The contractor will notify facility managers 24 Hr?s in advance and inform them of the work to be done. The contractor shall provide guidelines and templates, as necessary, to control paint stripes application. The contractor will protect the striping area after completion. 5.2 The Contractor will comply with the provisions of Part VI, Traffic Controls for Highway Construction, Maintenance, Utility and Emergency Operations, of The Manual on Uniform Traffic Control Devices, when establishing these work zones. 6 PAVEMENT DAMAGE REPAIRS Any damage to the pavement surface, joints, joint and crack seals, or other Government property, shall be repaired by the Contractor at the Contractor?s expense. The Contracting Officer prior to performance of the repairs shall approve methods and materials to be used for repairs. Repairs shall be affected and completed within the performance period for the contract. 7. CLEAN UP All debris, waste, empty containers and by-products generated by pavement marking operations shall be removed from the Moody AFB and disposed of in strict compliance with all applicable state, local, and federal environmental statutes and regulations, including, but not limited to, regulations promulgated under the Resource Conservation Recovery Act, 42 U.S.C. 6901, and the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. 9601. 8. GOVERNMENT FURNISHED MATERIALS AND SERVICES Water will be furnished to the Contractor at no cost to the Contractor. The water supply shall be a fire hydrant, designated by the Contracting Officer, located within a reasonable proximity to the work. If water is used, the contractor shall install a gate valve on the fire hydrant tap. The Contractor shall furnish all equipment, material, and labor which is necessary to obtain and deliver water from the designated fire hydrant to the area(s) of work. 9. ENVIRONMENTAL PROTECTION 9.1 Protection of land resources: It is intended that the land resources within the project boundaries of work performed under this contract be preserved in their present condition or be restored to a condition after completion of contract that will appear to be natural and not detract from the appearance of the project. Insofar as possible, the contractor shall confine his activities to areas defined by the plans and specifications. 9.2 Restoration of landscape damage: Any landscape feature scarred or damaged by the contractor's equipment or operations shall be restored as nearly as possible to its original condition at the contractor's expense. The contracting officer will decide what method of restoration shall be used and whether damaged shall be treated and healed or removed and replaced. 9.3 Protection of water resources: The contractor shall not pollute streams, lakes, or reservoirs with fuels, oils, bitumen, calcium chloride, painting materials, acids, or other harmful materials. It is the responsibility of the contractor to investigate and comply with all applicable Federal, State, County, and Municipal laws concerning pollution of rivers and streams. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in streams through or adjacent to the project area. 9.4 Hazardous Materials: The contractor must submit an MSDS and the quantities to be used of all hazardous materials to the contracting officer during the pre-construction meeting so they may be reported to HAZMART.
