Description

Grand Forks AFB intends to solicit and award a purchase for a Brake-Master (Aircraft brake servicing press for the KC-135) manufactured by P.J. Hare Ltd. Items to be purchased are as follows: 1) Pneumatic press (Qty 1): high speed ram, manual lock down safety guard with push button release, pedestal with storage rails for additional dial plates. 2) Bottom tool dial plate(Qty 1): designed for the brake backing plate of KC-135. 3) Button tool dial plate (Qty 1): designed for the brake pressure and stator plates of the KC-135. 4) Punch Head (Qty 2): designed for the backing plate. 5) Punch Head (Qty 2): designed for the stator and pressure plates. 6) Punch (Qty 10) 7)Vacuum Extraction System (Qty 1). The statutory authority for contracting without providing for full and open competition is 10 U.S.C 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Through extensive research, no other companies have been found that can provide a brake service press compatible to the KC-135. The applicable NAICS is 423860 with a size standard of 500 employees. Any interested party that feels they can satisfy this requirement must identify their interest, experience, and capability to satisfy the requirement no later than 4:00 Central Standard Time 23 Sep 05. All interested parties must be registered in the Central Contracting Registration (CCR) database.
