Description
This is a synopsis for the design and development of the next generation of the Medical Analysis Tool (MAT), transforming MAT Version 2.x from a static planning tool to a dynamic planning tool that can be used in all phases of military operations. Th is tool is to become Global Combat Support System (GCCS) based so Combatant Command (COCOM) Surgeons and their Service components can dynamically interact with force-flow deployment and sustainment in all phases of the deliberate and crisis planning proces s. MAT is the only Joint Staff approved automated tool with two overarching principal functions: determination of medical support requirements and course of action (COA) analysis. These functions provide planners and decision-makers the tool for allocat ing critical medical resources. This PWS encompases the initial phase of a multi-year effort that will markedly expand the plannning capability into all types of environments the military forces may face. Proposals are being requested for this Firm-Fixed Price Award Fee acquisition. A written RFP, Specs, and Award Fee Plan, will be posted for download on the DCCW Homepage at http://dccw.hqda.pentagon.mil/services/RFP1.asp, reference W74V8H-05-R-0090 entitled JMAT. The Defense Contracting Command-Washing ton DCCW, in support of Assistant Secretary of Defense for Health Affairs (ASD(HA), Joint Medical Information Systems Office (JMISO), Theater Medical Information Program - Joint (TMIP-J) Program Office. This RFP is a small business set-aside. Teaming Arra ngements are encouraged. The NAICS code is 541512. A Firm-Fixed Price Award Fee (FFPAF) single award is intended. The Period of Peformance for the base year is 12 months, with 4 Options, each for 12 months. RFP closing date is 27 September 2005 @ 1700hrs /5:00pm.
