Description
PROJECT INFORMATION: Solicitation No. W9128F 05 R 0045. On or about 6 October 2005, this office will issue Request for Proposals for the design and construction of Security Forces Vehicle Building at Minot AFB, North Dakota. Proposals will be receiv ed on or about 17 November 2005. This solicitation is unrestricted. A site visit will be held at Minot Air Force Base on a date to be furnished in the Request for Proposal documents. DO NOT submit requests for Request for Proposal documents RFP Plans and Specifications to the site visit personnel listed above. The work will include the following Approx. quantities: The design and construction of this project includes the following all quantities are approximate: This project will provide a new 60,800 square foot indoor h eated parking space for vehicles used by the Security Forces of Minot Air Force Base in North Dakota. Substructure consists of 60,800 SF of slab-on-grade with 9,200 SF of elevated slab; 4 exterior overhead doors and 6 interior manual roll-up doors; struct ural materials consist of structural steel, steel joists and girders, steel decking, masonry, and reinforced concrete; exterior closure is a combination of face brick, metal panels, translucent panels, and glazing in aluminum frames; masonry cavity exterio r walls faced with vertical siding and brick with metal trim; concrete interior floors; interior walls of permanent, non-combustible construction, steel-framed with gypsum wallboard on each side; Structural Standing-Seam Metal Roof System over the admin/of fice area; asphalt built-up roof system over the parking area; domestic hot and cold water supply distribution system to the various plumbing fixtures, fixture traps, soil, waste and vent piping; compressed air and natural gas piping system; exterior gas d istribution system; HVAC includes two air-handling units for the admin area and training room, with indirect gas-fired heating and ventilating units for the parking bays; one pad-mounted transformer; exterior lighting and electrical distribution systems; i nterior lighting and electrical distribution systems; television; a public address system; building lightning protection; and a fire alarm and detection system.Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. All technical factors excluding price when combined, are approximately equal to price. The technical evaluations factor s include: Design Experience; Design Personnel; Past Performance Design; Construction Experience; Past Performance, Construction; Construction Key Personnel Qualifications and Experience; Project Management Plan; Utilization of Small Business Concerns; and Schedule. Price will be subjectively evaluated considering Best Value and Realism. The estimated design and construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within the number of days submitted in the Contractors Proposal after receipt of Notice to Proceed. Provisions will be included for liquidated damag es in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The plans and specifications ar e available on Compact Disk CD-ROM and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one per firm. Re quest for proposal documents will not be provided in a printed hard copy format. Representa tions and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
