Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: A Head and Torso Simulator and a Digital Speech Level Analyzer. The following specifications apply: Head and Torso Simulator which shall contain the following features and meet the salient characteristics listed below: 1) Mouth Simulator with overload protection and sound pressure distribution simulating a median adult human mouth in accordance with ITU-T Rec. P.51. Mouth transducer to operate over a range of static pressures between 30 kPa and 130 kPa with transducer sensitivity/efficiency characterized over the operating range and less than 3 dB variation over the static pressure range for speaker at 250 Hz. 2) Left and Right Ear Simulators with built in condenser microphone and microphone preamplifier. Ear simulators should simulate the inner part of the ear canal as specified in the IEC 60711 Standard. Ear transducers to operate over a range of static pressures between 30 kPa and 130 kPa with transducer sensitivity/efficiency characterized over the operating range and less than a 1 dB variation over the static pressure range for microphones at 250Hz. 3) The ability to test both mouth and ear simulators simultaneously (full duplex capability). 4) Adjustable Neck Angle. 5) Operating temperature of -5 to + 35 degrees Celsius. 6) Radio frequency emissions within FCC class B limits. Digital Speech Level Analyzer which shall contain the following features and characteristics listed below: 1) Measures the Mean Active Speech Level (MASL) according to ITU-T P.56, Method B. 2) Performs objective Speech Quality Scoring according to ITU-T P.862.1 3) American English Artificial Speech Test Stimulus Files 4) Monitoring output with the ability to select input and output signals for each channel. 5) Graphical presentation of speech level distribution. 6) Measurement of echo canceller performance (with or without double talk). 7) Simulation of echo delay and level for echo canceller performance analysis. 8) Results log file compatible with Microsoft Excel spreadsheet software. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The provisions and clauses in the RFQ are those in effect through FAC 05-05. The NAICS Code and the small business size standard for this procurement are 333314 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH, is required 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:00 pm on 10/03/2005 Eastern Daylight Time to fax number (216) 433-2480 and must include solicitation number, FOB Destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), CAGE Code, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml Offerors shall provide the information required by FAR 52.212-1 (JAN 2005), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
