Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-009 effective 01 December 2002. This solicitation will be set-aside for Small Business concerns, and shall remain open for any responsible sources to respond. The NAICS Code for this procurement is 314121 Size standard is 500 employees. The Washington Headquarters Services, Acquisition & Procurement Office intends to negotiate and award a contract on a competitive basis at a firm-fixed price. The firm fixed price will be determined based on a breakdown of materials and labor to provide and install fifty-four (54) drapes and five (5) window sheers including all hardware associated therewith. The award will contain one contract line item (CLIN) priced as one lot. The CLIN description will be as follows: CLIN 0001 ? The Contractor shall provide and install fifty-four (54) sets of panel draperies, five (5) window sheers and all required hardware for OSD Senior Executive Offices. The total firm fixed price for this CLIN includes and is based on the following: ------Four (4) swag boards covering approximately 26 linear feet. Each swag board shall have one swag and one pair of long cascades (swag face, cascade face, and cascade back) all material shall be the same fabric. ------Sixteen (16) lined side panel draperies covering approximately 32 linear feet, pinch pleated (1 ?? widths) with 8 pairs of tie backs installed on 16 new 18? stationary rods all material shall be the same fabric. -----Forty-two (42) pairs of fully lined draperies covering approximately 266 linear feet, pinch pleated with 42 ties backs, installed on 42 new 76? traverse track /rods and new hardware. -----Eighteen (18) pair of sheer draperies covering approximately 59 linear feet, pinch pleated, installed on new 18 new 76? traverse track/rods with new hardware. Six of the 18 sheer draperies shall be 88 x 89 ?, and 12 of the 18 sheer draperies shall be 88 x 98 ?. ------------Contractor shall begin performance upon award and end no later than October 14, 2005. --------Installation will be conducted in the Pentagon, as such, the contractor is required to comply with Pentagon secure access guidelines. Access shall be arranged with the installation site representative. Contractor personnel are hereby notified that the room location for installation is sensitive and should be handled with utmost discretion. The Contractor shall only access the number of times absolutely necessary, and by the minimum number of personnel required to complete this requirement. The contact information for the site rep and the room location will be provide after contract award only to the successful offeror. Additionally, fabric and color selection will made after award by the site rep. There will no site vist pre-award. INSPECT AND ACCEPT BY GOVERNMENT AT CONTRACTOR FACILITY. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: FAR 52.212-1, Instructions to Offerors-Commercial Items (JAN 2005). Offerors are required to submit the following: a written proposal on letterhead or the SF 1449 Solicitation/Contract/Order for Commercial Items, signed and dated that contains the requested supplies with unit prices(s), extended price(s), prompt payment terms, remittance address if different than the mailing address, descriptive literature of items being quoted (if applicable), solicitation number, time specified in the solicitation for receipt of proposals, name, address, and telephone number of the offeror, terms of any express warranty. If the proposal is not submitted on the SF 1449, responses shall include a statement specifying the extent of the agreement with all terms, conditions, and provisions in this solicitation. Responses that fail to furnish the required representations or information, or reject the terms and conditions of this solicitation may be excluded from consideration. FAR 52.212-2, Evaluation-Commercial Items (JAN 1999): The Government will award a contract resulting from this solicitation, on best value price and other fators considered. Factors for award decision are delivery terms, quality and price. Contrators shall provide a brief narrative description of their approach to provide and install the windoow treatments defined above. The narative description shall address both quality of materials and service. Offerors' responses shall include a completed copy of the representations and certifications at provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MARCH 2005), and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items, with their proposal. Offerors may obtain copies of the SF1449, representations and certifications by submitting a request via e-mail to the Contract Specialist, Ms. Doris D Williams at Doris.Williams.ctr@whs.mil The following clauses apply to this solicitation and are hereby incorporated by reference: FAR 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2002); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JULY 2005), subparagraphs (1), (5), (7), (11), (12), (13), (14) and (15); FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The following DFARS provisions and clauses apply to this solicitation and are incorporated by reference: DFARS 252.212-7000 Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7001, Contract Terms and Conditions required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions of Commercial Items, DFARS 252-204.7004, Required Central Contractor Registration, and DFAR 252.225-7000 Buy American Act. Response time: All responses to this solicitation are due by 2:00 PM EST on September 21, 2005. All offerors shall send their responses electronically to the via email directly to Washington Headquarters Services, Acquisition & Procurement Office, Doris D Williams, Contract Specialist at Doris.Williams.ctr@whs.mil ELECTRONIC SUBMISSION OF PROPOSAL (a) By submission of a proposal on electronic media, the offeror certifies that the submission is readable on the hardware and software operating system format specified in this combined synopsis solicitation, and has been verified as free of computer viruses. Prior to any evaluation, the Government will check all files for viruses and ensure that all information is readable. In the event that any files are defective (unreadable), the Government may only evaluate the readable electronic files. However, if the defective (unreadable) media renders a significant deficiency in the offeror's proposal, the government may consider the proposal incomplete and not further consider such proposals for evaluation. (b) By submission the Offeror certifies that: (1) The electronic files of its offer submitted in response to the solicitation have been verified as readable on the hardware and software operating system format specified as follows: Microsoft Operating System 95 or compatible, Microsoft Office 2000, and/or Graphic Files may be in TIF, JPEG, or BMP format. (2) The electronic files of its offer submitted in response to the solicitation have been verified as free of computer viruses using the following software: Norton Anti-virus or comparable commercial software. (c) A proposal that fails to conform to the requirements of paragraphs (a) and (b) above may be subject to interception or delay at Governmental electronic communications portals. This interception or delay may result in the proposal being lost, deleted, destroyed, or forwarded in such a manner that the proposal arrives at the target destination past the time and date of the deadline for submission established in the solicitation. In the event that a proposal is lost, deleted, or destroyed due to the offeror's failure to conform to the requirements of paragraphs (a) and (b) above, such proposal will be considered to have never been delivered to the Government. In the event that a proposal is delayed due to the offeror's failure to conform to the requirements of paragraphs (a) and (b) above, the proposal will be treated as late in accordance with the provision of this solicitation entitled Late Submissions, Modifications, and Withdrawals of Proposals. (d) Offerors will not submit proposals via any other mechanism including but not limited to post, courier, fax or orally unless specifically requested and or authorized by the Contracting Officer. By submitting a response, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. The number 18 is accurate. Question #3. Sizes of each of (4) swag boards. Is 26 linear feet total or each? How long are cascades Answer #3=The 26 linear feet is per window. Cascades are approx 90". Question #4. Length of each of (16) lined side panels? Answer #4=108" 5. Sizes of each of (42) pair of fully lined draperies - lngth and width. Is 266 linear feet total or each? Clarify the meaning of "new 76 traverse track/rods"? Answer #5=Window size provided above. The 266 referers to approx LF of installation area, this should not have been included in solicitation. "new 76: traverse.." means furnish and install 76" of traverse rod for windows as indicated. Question#6. Lining Regular or Blackout? Answer#6=Regular Question# 7. Type of fabric to be selected - FR polyester, damask, upholstery, etc.? Answer #7=42 windows of polyester fabric, 12 windows of damask, high quality with print. NOTE: This acquisition is not anticipated to exceed the simplified acquisition threshold, and has been set aside exclusively for Small Business Concerns in accordance with FAR 19.502-2(a). All eligible Small Businesses are encouraged to submit a response for the Government's consideration in response to this solicitation.
