- The Defense Information Systems Agency (DISA) is seeking to identify sources with innovative and cost effective solutions to satisfy an existing need for development, maintenance, and upgrade of the Global Command and Control System - Joint (GCCS-J) Readiness Assessment Systems (RAS) and Status of Resources and Training (SORTS) database. This is a request for information (RFI) from industry on innovative approaches to support the continued maintenance of an existing command and control system and to develop new software based on rapidly changing progressive technology and written requirements from the DISA customer. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS RFI. This RFI is issued for information and planning purposes only and does not constitute a solicitation. Information provided in response to this RFI will be used to assess tradeoffs and alternatives to determining how to proceed with the acquisition process for the GCCS-J Force Readiness system. Industry responses will be used by the Government to assess feasibility, technical solutions, and acquisition approaches for the RAS and SORTS. The Government requests that no proprietary information be provided in response to this RFI. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. INTRODUCTION: The Force Readiness Branch (GE4115) develops and maintains a variety of readiness applications and database systems in support of the Joint Staff (JS). Force Readiness consists of the Global Status of Resources and Training System (GSORTS), Status of Resources and Training System (SORTS), Readiness Assessment System (RAS) Output Tool (RAS OT), RAS Input Tool (RAS IT), and Global Online Marine Edit and Report System (GOMERS). GSORTS is a mission application of the GCCS-J that provides access to the SORTS Joint database. The SORTS is an information management system within the Department of Defense (DoD) that provides the Secretary of Defense and the JS with authoritative information on the identification, location, resources, and readiness of U.S. Armed Forces units. It provides unit readiness and force status information to the National Military Command System (NMCS). This readiness application system also provides information to the JS and combatant commands necessary for the command and control of U.S. military units in all operational environments. All software developed for GCCS-J Force Readiness must satisfy the security requirements in the DoDD 8500.1, the DoDI 8500.2 and other directives. OBJECTIVE: The goal of GCCS-J Force Readiness is to provide mission critical Force Readiness capabilities to the JS and Unified Combatant Commands in the form of Readiness Assessment Systems and associated databases. The contractor will be asked to provide management support; software development, maintenance, modifications, and enhancements; system support; configuration management; integration; testing; database design; technical and user documentation; software/file maintenance; and operational support for Force Readiness (including on-call Tier 3 Help Desk support) and associated systems, such as the Joint Planning and Execution System (JOPES). INFORMATION REQUEST: Describe knowledge and experience in the following areas, including innovative technologies, if any, that DISA should consider for developing and fielding software necessary to support the GCCS-J Force Readiness. Can you suggest technology risk mitigation strategies or best practices for any of these areas? If so, briefly explain. 1. Joint Readiness Reporting 2. System Administration 3. Software Engineering 4. Database System Operator Support 5. Configuration Management 6. Testing Support 7. Security 8. Training 9. Operational Support ADMINISTRATIVE INFORMATION: Responses to this RFI must include: -- The name, title, address, telephone number, and email address of your point(s) of contact. -- Description of capabilities for each area listed above. -- Your company's business size, including applicable North American Industry Classification System (NAICS) code(s), and type of business (e.g., small, small disadvantaged, woman-owned, HUBZone, service-disabled veteran-owned, historically black college and university/minority institution, Native American, large, etc.). -- A list of three (3) references (with point of contact and telephone number). -- Current Capability Maturity Model Level for software development. Please limit responses to twenty (20) pages and submit one soft copy in a Microsoft compatible format to the Contracting Officer, Ms. Marina Atchison, at marina.atchison@disa.mil. Email size is limited to 3MB. The Government may request additional information or discuss information received in responses to this RFI with individual responders. DISA shall consider meeting individually with interested respondents. Submissions should occur by 29 August 2005.
