- NAICS Code: 532120 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR-RT-05-10589 and the solicitation is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The associated North Industry Classification System (NAICS) is 532120 and the business size standard is $21.5 million. Full and open competition procedures will be utilized. A firm fixed price contract using Simplified Acquisition Procedures and FAR Part 13.5 is anticipated to result from the award of this solicitation. This procurement is for the lease of two (2) new shuttle buses to the Environmental Protection Agency, Research Triangle Park, NC for a period not to exceed three (3) years. Statement of Work: The contractor shall provide for the lease of two (2) new shuttle buses to the Environmental Protection Agency, Research Triangle Park, NC for a period not to exceed three (3) years. One of the shuttle buses shall seat 18-26 passengers and the second shuttle bus shall seat 15 passengers. The shuttle buses will be used in support of the Office of Administration and Resources Management (OARM), Administrative Services Division (ASD). The shuttle buses must be manufactured in accordance with all of the United States Department of Transportation, Interstate Commerce Commission Regulations and Federal Motor Vehicle Safety Standards. Vehicle Minium Specifications: A) Shuttle bus #1 shall meet the following minimum specifications: 1) Seating capacity 18-26 passengers + 2 wheelchairs; 2) Lift Package: Rear or Front, Lift doors, ADA Lift lighting, ADA Entry lighting, Park Interlock, Priority Seating Signs and Steel Floor Mounting Plate; 3) Heater 65,000 BTU; 4) 68,000 BTU A/C (553 Max with dual Compressors); 5) Safety Package: Small backup alarm, 10# Fire Extinguisher, 22 Unit First Aid Kit, Reflector Triangle, Right hand grab rail, 6? x 16? Interior mirror, Stanchion w/modesty panel behind driver, Stanchion Padding Kit Black (2 stanchions), White Stand Line and Floor, Rubber full color Koraseal (grey); 6) Level 1 fabric (per passenger); 7) Retractable seatbelts; and 8) Bus color: White. B) Shuttle bus #2 shall meet the following minimum specifications: 1) Seating capacity 15 passengers; 2) Mid-back or High Back Seats (non-recline); 3) 40,000 BTU rear A/C with skirt mounted condenser; 4) 35,000 BTU Rear Heater; 5) Gray Koroseal Floor with Ribbed Aisle; 6) 36? x 45? T-slider windows (T-slider at top); 7) Tilt wheel/cruise control; 8) Front end alignment; 9) Manual Double-Leaf entrance door; 10) Solid white exterior; 11) Deluxe driver?s seat (recline); 12) 130 or 124 Amp alternator; 13) Track Seating; 14) Dual Rear wheels with rear mud flaps; 15) AM/FM/Cassette with 4 speakers16) Safety Package: Small backup alarm, 10# Fire Extinguisher, 22 Unit First Aid Kit, Reflector Triangle, Right hand grab rail, 6? x 16? Interior mirror, Stanchion w/modesty panel behind driver, Stanchion Padding Kit Black (2 stanchions) and White Stand Line. 17) Level 1 fabric (per passenger); 18) Retractable seatbelts; and 19) Right hand entrance grab rail. C) Optional Specifications (applies to Shuttle Bus 1 an 2): 1. Lug wrench, tire jack, and spare tire and 2. Manufacturer?s Owners/Operational Manuals. D) Engine (applies to Shuttle Bus 1 an 2): 1) Diesel Engine capable of operating with regular diesel as well as bio-diesel #10 (or greater) without voiding warranties or 2) Engine capable of operating with regular as well as ethanol based fuels. E) Tags and Titles: The vehicles leased under this contract will operate on Federal tags, in accordance with the Federal Acquisitions Regulation (FAR) clause 52.208-7. In addition, the contractor shall provide the Government a copy of the title of certification to maintain on file. F) Government Furnished Materials/Tools: The Government will provide standard operator care, maintenance and interior/exterior cleaning of the vehicles. The Government will furnish fuel for the normal daily operation of the vehicle. G) Minium Environmental Specifications: Pursuant to Executive Order 13148, EPA-RTP has implemented an Environmental Management System (EMS) that has passed the Agency criteria for EMS Self Certification. One of the Environmental Management Programs (EMP) contained in the EPA-RTP EMS has as its target increasing the number of alternative fuel vehicles in the campus fleet. Therefore, vehicles leased under this contract shall be selected on the basis of their contributions towards meeting this EMS Target by reducing/minimizing the environmental impacts of their respective fuel emissions. Selection Criteria: EPA will select a vendor based upon cost and technical factors so that the Agency receives the best value for this purchase, with technical factors being significantly more important than cost. All proposals received in response to this request must include the following minimum technical elements and total cost. The requirements for the selected contractor are that the offeror: 1) Technical Specifications; 2) Ability to meet Delivery Schedule; 3) Ability to provide Alternative Fuel Source; and 4) Past Performance: Please provide contact information for at least three recent customers (within the past three years) for similar work. The following FAR provisions shall apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items and 52.212-2, Evaluation--Commercial Items. All offerors are to include with their offer a completed copy of provisions 52.212-3, Offeror Representations and Certifications--Commercial Items.
