- Please note this procurement is for PRODUCT ONLY; NO TRANSPORTATION SERVICES ARE SOLICITED at this time. Bulk fuel requirement for DF2 and MUM for Camp Cedar II, Iraq. Diesel Fuel #2 (DF2), 76,650,000 USG (210,000 USG/ day), NSN: 9140-00-286-5294; and Gasoline, Auto, Regular, 87 Auto (MUR), 18,250,000 USG (50,000 USG/day), NSN: 9130-01-272-0983. Delivery Period is from January 1, 2006 through December 31, 2006 plus a single six-month option period running from January 1, 2007 through June 30, 2007. Option period quantity is 38,325,000 USG (210,000 USG/day) for DF2 and 9,125,000 USG (50,000 USG/day) for MUR. This procurement will be conducted as a competitive acquisition with full and open competition. Offerors will be required to demonstrate responsibility in accordance with FAR 9.1. The Kuwait Petroleum Corporation (KPC), a nationally owned Kuwaiti refinery, owns and controls the only fuel downloading facility in Kuwait. DESC is unable to determine at this time, whether KPC will grant offerors under this solicitation access to its downloading facilities. Each offeror must provide evidence of a commitment or explicit arrangement that will be in existence at the time of contract award demonstrating that it is authorized to access the necessary facilities controlled by KPC. In addition, offerors must provide evidence of authorization to import product. All responsible sources may submit a proposal, which shall be considered. If you intend to submit an offer, you are required to return a completed and signed Offer Submission Package (OSP) to the DESC Bid Custodian before the closing date and time to facsimile 703-767-0488. E-mail offers will not be accepted. The OSP will be posted as one of the solicitation documents. The solicitation is expected to be issued on, or about, the week of September 28, 2005. The items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreement Act of 1979. All offers must be in the English language and in U.S. dollars. See Note #12.
