Description
The U.S. Department of Energy (DOE), Oak Ridge Office, is issuing a Request for Proposals (RFP) as announced in the Expression of Interest published on July 30, 2004, to manage and direct the programs of the Oak Ridge Institute for Science and Education (ORISE). The programs of ORISE focus on science and education initiatives to: provide DOE and the community with important information on the long term health outcomes of current and former workers; independently assess and verify environmental cleanup; respond to radiation medical emergencies; support national security and emergency management; provide professional and technical training; conduct workforce development programs; and promote collaboration between academia and DOE to advance scientific research and education. In addition, the contractor must maintain certain research, training, educational, and support facilities provided by the Government and contractor. Specific tasks will be assigned in accordance with DOE direction and will include work for other DOE contractors, Federal agencies, and/or non-Federal entities that are related to the mission of the contract. It should be noted that the contract to manage and operate the programs of ORISE will not be a facilities contract as defined in FAR 45.301. The competition is full and open and will be conducted in accordance with FAR Part 15. The NAICS code for this procurement is 561110. DOE anticipates awarding one performance-based cost-plus-award-fee contract with a five (5) year period of performance and one five (5) year option period. Offerors are responsible for checking the DOE's Industry Interactive Procurement System (IIPS) and the information library website frequently for information, notices, updates, and amendments regarding this solicitation. There will be no printed copies of the RFP prepared or available for distribution. All questions must be submitted through the ???Submit Questions??? feature on IIPS with the comments tabulated and annotated with reference to the specific RFP Section, paragraph, and page number. Responses will be posted on IIPS. The identity of the organization and/or individual submitting questions will not be revealed. Please note that telephone or electronic mail inquiries regarding this RFP will not receive responses. No exceptions will be made.
