Description
The Department of Justice?s, Facilities and Administrative Services Staff, has an urgent requirement for the removal and resale of approximately 20,000 gallons of #2, red-dye diesel, the human entry cleaning of two 20,000 gallon [easily accessible] buried, fiberglass fuel tanks, and the purchase and delivery of [UP TO and not to exceed] approximately 38,000 gallons of fresh, red dye, #2 diesel to be equally distributed, following the required tank cleaning, in the submerged fuel tanks of the facility located in Rockville, Maryland. The removal, tank cleaning, and subsequent delivery of fresh product must be closely coordinated with Departmental staff or our representatives. After extensive market research to identify firms who can provide this type of specialized service, the Government has determined that there is a limited number of sources capable of satisfying this requirement and intends to solicit and subsequently award a purchase order to either Continental Petroleum of Fairfax, Virginia or Bollinger Energy Corporation of Baltimore, Maryland, both small business, in keeping with set aside requirements. The period of performance to accomplish this critical task shall be from date of award thru September 30, 2005. This requirement will be procured in accordance with FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed and included with any and all quotes submitted in response to this synopsis. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items is hereby incorporated by reference. The Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items is hereby incorporated by reference. All referenced FAR clauses may be accessed at <http://www.acqnet.gov>drsltwww.acqnet.gov.<http://www.acqnet.gov> Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government. Written quotes providing a firm-fixed price as to the aforementioned services may be submitted, via fax, to the attention of John Schrecengost, DOJ/JMD/FASS/FO, on 202.307.1915. No telephonic responses will be accepted. No solicitation document exists. Quotations are due on September 23, 2005, by 5:00 P.M., EST. ****
