Description
The Department of Justice?s, Facilities and Administrative Services Staff, [Subject to the Availability of Funds,] intends to procure with a single source, Central Parking System Inc., of Washington, DC, the lease of 15 commercial parking spaces with 24-hour, seven days a week access to the garage facility located at 501 3rd Street, NW, Washington, DC. Should quantities vary, this shall be accomplished on a monthly basis. This award shall consist of a base period and two option periods as shown below. The Base Period - October 1, 2005 thru September 30, 2006. Option Period I - October 1, 2006 thru September 30, 2007. Option Period II - October 1, 2007 thru September 30, 2008. This requirement will be procured in accordance with FAR Subpart 12.6, Subpart 13.106 and Subpart 13.5. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed and included with any and all quotes submitted in response to this synopsis. FAR Clauses 52.212-4, Contract Terms and Conditions - Commercial Items is hereby incorporated by reference. The Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items is hereby incorporated by reference. FAR Clause 52-217-9 ( MAR ?00) OPTION TO EXTEND THE TERM OF THE A CONTRACT (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government shall give the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option provision. The total duration of this contract, including the exercise of any option under this clause, shall not exceed 36 months. FAR Clauses, 52-217-9 (MAR ?00) Option For Increased Quantity and 52.216-4 (JAN ?97) Economic Price Adjustment, are also hereby incorporated by reference. All referenced FAR clauses may be accessed at www.acqnet.gov. Due to the proprietary nature of the parking spaces? location, this contractor has been found to be the only known source to perform this requirement. Responses received as a result of this notice of intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon the written responses to this notice, is solely within the discretion of the Government. Written quotes providing a firm-fixed price to the 15 parking spaces specified in this announcement may be submitted, via fax, to the attention of John Schrecengost, DOJ/JMD/FASS/FO, on 202.307.1915. No telephonic responses will be accepted. No solicitation document exists. Quotations are due on September 26, 2005, by 5:00 P.M., EST. [see note 22]****
