Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This simplified acquisition procedures of FAR Part 13 will be used in conjunction with the commercial item procedures in FAR Part 12. The solicitation is being issued as a Request for Quotation (RFQ). The solicitation number is RFQ 246-05-02333. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 5-05. The NAICS is 333912 and the small business size is 500 employees. Items will be purchased and delivery will be made to the Department of Veterans Affairs Medical Center, Supply Building 27, Averill Drive, Hampton, VA 23667. Offeror?s proposals are hereby being requested in response to the requirements under firm-fixed price contract and shall be submitted on an offeror?s letterhead or bid form and shall contain the name, title, and signature of the person authorized to submit proposals on behalf of the contractor. Quotes are to be provided for Medical Air Compressors in strict accordance with the following specifications: (1) To be a Triplex System 15 to 20 hp capable of producing 115 scfm @ 50 psig to 105 scfm @ 100 psig with a 200 to 250 gallon receiver. (2) 460 volt 3 phase. (3) Compressors are to be continuous duty rated ?oil-less? type with permanently lubricated, sealed bearings. (4) Single stage, air cooled, reciprocating type with corrosion resistant reed type valves with stainless steel reeds. (5) Bore & Stroke: Must be a minimum of 100 to 110mm x 70 to 75 mm. (6) Connecting rod ? one piece design. (7) Air cooled after cooler complete with moisture separator and timed automatic solenoid drain valve. (8) Compressor and motor fully isolated from the main compressor. (9) Requires duplex desiccant dryers, as well as fully duplex final line filters and regulators. (10) To be supplied with a combination dew point/CO monitor. (11) Dew point hygrometer with ceramic sensors to measure absolute moisture content in the gas. (12) Desiccant dryer controlled purge. (13) Dew point monitor to control the dryer purge, depending on the dew point condition set to maintain a ? 5 degrees C to ?20 degrees C dew point. (14) Warranty of two to five years on all Medical Air System Components. Quotes shall be valid for (30) days from the offeror?s due date. All responses must include the following: (1) descriptive literature and product number for the item offered providing the product offered meets the above requirements (2) warranty information (3) cost of product (4) shipping charges (5) delivery time after receipt of order. The following provisions and clauses apply to this solicitation: 52.212-1, Instructions to Offeror-Commercial Items, 52.212-4, Contract Terms and Conditions-Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, 52.233-2, Service of Protest, 852.233-70, Protest Content, 852.233-71, Alternative Protest Procedure. Award will be made to the offeror whose product meets the required specification as listed above and is most advantageous to the Government. The Government intends to evaluate the information received and award without discussions. The following factors shall be used to evaluate offers: (1) technical capability, (2) pass performance, (3) delivery, and (4) price and price related factors. Technical and past performance when combined, are approximately equal to price. Offers including the pricing information are to be submitted on company letterhead and include the information required in provisions 52.212-3, Offeror Representations and Certifications-Commercial Items. In accordance with FAR 52.204-7 award will be made only to a contractor/company that is registered in the Central Contractor Registration (CCR). Electronic copies of the referenced provisions and clauses are available on the internet at www.fedbizopps.gov. Quotations and all required information must be received by 12:00pm local time September 28, 2005. Quotations shall be submitted in writing to Ruth B. Harris, Contracting Office (90C), VA Medical Center, 27 Averill Drive, Hampton, VA 23667. No fax or electronic offers will be accepted. Solicitation number RFQ 246-05-02333 shall be listed on the documents submitted for identification purposes. Only offers prepared in accordance with this solicitation shall be considered.
