Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is issued as a Request for Proposal (RFP). The combined synopsis/solicitation number is W91ZLK-05-T-1013. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. The associated North America Industry Classification S ystem (NAICS) Code 541490 and the Business Size Standard is $6 Mill. The contractor shall provide a Chemical, Biological, Radiological, Nuclear and high yied Explosive (CBRNE) Global Intelligence Center Automated Fusion System This system must provide t he command the global visualization to with clarity for CBRNE Intelligence Analysts. The system must be interoperable with all netwoked and web-based systems across various Army and DOD agencies. The contractor shall provide installation, training of pers onnel and maintenance. The contractor shall provide Qty of 1 unless Qty is listed for more of the following RGB Spectrum Media Wall 2000,. SuperMicro dual-processor rack mounted computer. SuperMicro 7044H-X8R, dual 3.4 GHz 64-bit Xeon processors. Rackmo unt. With 8 bay SCSI Ultra320 system with CD/DVD burner, Additional fans installed at rear of chassis. LCD monitor for server. This will be the primary monitor to work from. Qty 8 Ultra-320 hard drives for server at least 73 GB each and at most 300 GB ea ch, Scan converter to convert higher resolution computer video to lower resolution for collaborative white board . Qty 5 Panasonic Toughbook-18 Fully Rugged, Wireless Notebook PC Convertible to Tablet PC. 80 GB Hard-drive. 1.1 GHz processor. 10/100 wired Etherrnet. Wireless 802.11 a/b/g. 1024x768 resolution to tablet. 1280x1024 to external monitor. With Windows XP Professional and Port Replicator docking station. Qty 4 NEC LCD1980SX. External 19 inch 21inch monitors for notebook-based work stations . 3M Colaborative Whiteboard/ Model 9200IC. RGB Spectrum Dgy Model 201 high speed all digital recorder, Large Overhead Monitor, DVI video splitter. Qty 2 Xerox Phaser 6350/DT Color Laser Printer. Speed: Color: up to 36 ppm Black: up to 36 ppm. 10/10 0BaseTX Ethernet Winsted series E4400 multimedia edit desk for NIPRNET computers. Winsted E4700 series wing-top multimedia workstation. Constructed to fit in the corner. Server and other equipment are rack mounted below the desktop. Qty 2 Opticomm Fib er optic isolators to electrically isolate the NIPRnet computer video feeds from the SIPRnet computers. Fiber optic isolaators to electically isolate the composite video feeds from the SIPRnet computers. Qty 4 Opticomm Copper Gigabit Ethernet switch, 16- port possibly with fiber uplink, Windows 2003 for the server , Adobe Premier (Video editing software), MS Office, etc Uninterruptable power supply -- APC 3300 Series. 3000 Watt UPS. Backup power for the server and all the associated disk arrays Variou s Mounting Brackets and Equipment Shelves A variety of connection cables . Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army Aberdeen Proving Ground, Md 21001. The following clauses will be incor porated by reference. 52.209-6 Protecting the Governments Interest When Subcontracting with contractors debarred, suspended or proposed for debarment. 52.212-4 Contract Terms and Conditions Commerical Items, 52.223-11 Ozone-Depleting Substances, 52-247 -34 F.O.B. Destination. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, EvaluationCommercial Items is applicable to this acquisition. The specific evaluation criteria to be include d in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and past performance, when combined are significantly mor e important than cost or price. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at 52 .212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
