Description
The Directorate of Contractingn (DOC), Fort Campbell, KY, has a requirement for Oxygen Bottles with Regulators. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemente d by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type contract with Aerox Aviation Oxygen Systems, Inc.located in Limington, ME. The basis for restricting competition is the proprietary rights of Aerox Aviation Oxygen Systems . This is the only known product that is compatible with the on-board aviation system. Required quantity is 140 each of the Oxygen Bottles with Regulators, 2 cubic foot oxygen bottle with regulator and quick disconnect. Must be FAA approved. The bottle s shall be refillable; at 2,216 psi must hold 2 cubic feet of oxygen. Regulator must contain a gage that goes up to 3000 psi. The gage must be marked in increments of 100 and 500 psi. 500 psi and below must be marked in red and indicate that refill is n ecessary; gage must read Full at 2000 psi and must be marked in green. The pressure regulator must contain a pressure refill valve. The output site of the regulator must have the following type and model of quick disconnect: rectus type 20, the flare on the port is 37 degrees, 37 degree flare #4; all components of this item must be compatible with each other. All components must fit into a pouch that is 8 ? long X 2 ? wide X 2 ? deep. Equipment will be delivered to Fort Campbell, KY. NAICS code f or this procurement is 336413 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. T HIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed proc urement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 22. If no responses are received, the Government will proceed with the sole source negotiation with the manufacturer, Aerox Aviation Oxygen S ystems. Responses are due by 28 September 2005, 3:00 p.m. (CST).
