- Description
- The Naval Air Systems Command, Air Combat Electronics Program Office (PMA-209), intends to award a sole source hardware contract to Aviation Communication and Surveillance Systems (ACSS), LLC, 19810 North 7th Ave, Phoenix, AZ 85027-4400 for the production and delivery of the Traffic Alert and Avoidance Collision System (TCAS), Vertical Speed Indicator/Traffic Resolution Advisory (VSI/TRA) display modifications to incorporate Service Bulletin 457400-34-084 into the VSI/TRAs. The scope of the effort will be to manufacture, test, modify, and deliver the VSI/TRA displays for use on airborne weapon systems platforms to fulfill Navy fleet requirements. Estimated quantities for each of these items range up to 176 TCAS VSI/TRA display systems over a 36 month period. Quantities may increase as additional requirements are identified, at which time, notification will be made via the Federal Business Opportunities (FedBizOpps) web site. The delivery schedule will start one month after receipt of order and receipt of units to modify with deliveries completed within 36 months after receipt of order. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ACSS is the sole manufacturer of this equipment and is the only qualified systems provider with the necessary knowledge, data, equipment and experience to perform this effort within the required timeframe. I is anticipated that a Firm-Fixed-Price (FFP) contract will be awarded for a period of 12 months with 2 one year options. While this notice of intent is not a request for competitive proposals, interested parties may identify their interest and technical capability to respond to this requirement and may submit information which will be considered by the Naval Air Systems Command by or before October 6, 2005.
