Description
DESCRIPTION: Sources are sought as part of a market survey being conducted to identify firms capable of providing Architect-Engineer (A-E) Services required for testbed construction projects, and supporting services including all aspects of engineering design, construction planning, construction management, and reporting in support of the Defense Threat Reduction Agency (DTRA) primarily at White Sands Missile Range, and Kirtland AFB in Albuquerque, NM. This is a revised requirement previously published 17 Oct 2003 in FedBizOpps under the Solicitation Number of HDTRA2-04-AE. (Note that the NAICS code has changed from 541330 to 541710.) Qualified firms which responded to that announcement are requested to resubmit an updated response to this announcement. An Indefinite Delivery/Indefinite Quantity (A-E) contract with a mixture of cost and fixed price CLIN's is contemplated. Performance period will be five (5) years from the contract award date, with an option to extend for five (5) years. Projects will be issued by task orders. Cumulative amounts of all task orders are not expected to exceed $20,000,000 for the 10-year contract period. Design services include general and experiment specific design work for test beds and test support facilities. This includes all work associated with the initiation, development, production, and distribution of construction drawings. Survey includes both topographical and construction survey. Construction inspection services may also be required to cover a full range of construction inspection, and project surveillance services. Materials Properties Determination and Testing includes evaluation of construction material characteristics. Various types of A-E Services such as investigation, inspection, studies, reports, and cost estimates may also be required. Projects could include various combinations of disciplines. In addition, the contractor may be required to provide a technician to work part or full time as needed within the DTRA organization at their compound at Kirtland AFB. (SOQ): Contractors are invited to submit an SOQ that includes their business size, management experience on projects of similar size and scope, experience, and resumes of key personnel proposed for the project. Included in the list of key personnel DTRA specifically requires resumes of the program manager, the technician that would be required to work within the DTRA organization, a structural engineer, and a mining/blast engineer. If any of these positions are not currently on staff, the Contractor shall demonstrate how these and other specialized skills will be obtained, and how they would qualify for the work that is contemplated under this contract. The Contractor shall also list any work elements to be accomplished by subcontract, and the subcontract business size, experience, etc. The SOQ shall be no more than 20 pages in length, including attachments. Responding Firms must state whether they are a Small Business (SB), Small Disadvantaged Business (SDB), Woman-owned Small Business (WOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, a Native American firm, a HUBZone firm, or a large business based on the size standard above. The government reserves the right to set this acquisition aside for HUBZone firms, 8(a) firms, SBs, or HBCUs/MIs based on the responses received. In order to be useful for program planning decisions, inputs including the SOQ need to be received no later than 11 October 2005.
